| 9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 10 | 10 | SECTION 1. Subdivision (3), Section 431.003, | |
| 11 | 11 | Transportation Code, is amended to read as follows: | |
| 12 | 12 | (3) "Local government" means: | |
| 13 | 13 | (A) a municipality; | |
| 14 | 14 | (B) a county; or | |
| 15 | 15 | (C) for purposes of Subchapter D: | |
| 16 | 16 | (i) [,] a navigation district, hospital | |
| 17 | 17 | district, or hospital authority; | |
| 18 | 18 | (ii) [, or] a regional transportation | |
| 19 | 19 | authority governed by Chapter 452; | |
| 20 | 20 | (iii) a rapid transit authority governed by | |
| 21 | 21 | Chapter 451; or | |
| 22 | 22 | (iv) a coordinated county transportation | |
| 23 | 23 | authority governed by Chapter 460 [as described by Section | |
| 24 | 24 | 452.001]. | |
| 25 | 25 | SECTION 2. This Act takes effect immediately if it receives | |
| 26 | 26 | a vote of two-thirds of all the members elected to each house, as | |
| 27 | 27 | provided by Section 39, Article III, Texas Constitution. If this | |
| 28 | 28 | Act does not receive the vote necessary for immediate effect, this | |
| 29 | 29 | Act takes effect September 1, 2013. |
