| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subsections (f) and (j), Section 1, Chapter 356 |
|---|
| 11 | 11 | | (H.B. 1232), Acts of the 81st Legislature, Regular Session, 2009, |
|---|
| 12 | 12 | | are amended to read as follows: |
|---|
| 13 | 13 | | (f) Not later than December 1 of each even-numbered year[, |
|---|
| 14 | 14 | | 2012], the local mental health authority involved in the pilot |
|---|
| 15 | 15 | | project shall submit a report to the department regarding the local |
|---|
| 16 | 16 | | behavioral health intervention pilot project, including: |
|---|
| 17 | 17 | | (1) a comprehensive analysis of the efficacy of the |
|---|
| 18 | 18 | | project; and |
|---|
| 19 | 19 | | (2) the local authority's findings and |
|---|
| 20 | 20 | | recommendations. |
|---|
| 21 | 21 | | (j) This Act expires September 1, 2023 [2013]. |

| 22 | 22 | | SECTION 2. (a) It is the intent of the legislature that |
|---|
| 23 | 23 | | amendments to Chapter 356 (H.B. 1232), Acts of the 81st |
|---|
| 24 | 24 | | Legislature, Regular Session, 2009, made by this Act and any other |
|---|
| 25 | 25 | | amendments to that chapter made by another Act of the 83rd |
|---|
| 26 | 26 | | Legislature, Regular Session, 2013, shall be harmonized, if |
|---|
| 27 | 27 | | possible, as provided by Subsection (b), Section 311.025, |
|---|
| 28 | 28 | | Government Code, so that effect may be given to each amendment. |
|---|
| 29 | 29 | | (b) If an amendment to Chapter 356 (H.B. 1232), Acts of the |
|---|
| 30 | 30 | | 81st Legislature, Regular Session, 2009, made by this Act and an |
|---|
| 31 | 31 | | amendment to that chapter made by another Act of the 83rd |
|---|
| 32 | 32 | | Legislature, Regular Session, 2013, are irreconcilable, it is the |
|---|
| 33 | 33 | | intent of the legislature that the amendment to Chapter 356 (H.B. |
|---|
| 34 | 34 | | 1232), Acts of the 81st Legislature, Regular Session, 2009, made by |
|---|
| 35 | 35 | | this Act prevail, regardless of the relative effective dates or |
|---|
| 36 | 36 | | dates of enactment of the irreconcilable amendments. |
|---|
| 37 | 37 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 38 | 38 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 39 | 39 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 40 | 40 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 41 | 41 | | Act takes effect on the 91st day after the last day of the |
|---|
| 42 | 42 | | legislative session. |
