| 13 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 14 | 14 | | SECTION 1. Subsection (a), Section 434.017, Government |
|---|
| 15 | 15 | | Code, is amended to read as follows: |
|---|
| 16 | 16 | | (a) The fund for veterans' assistance is a special fund in |
|---|
| 17 | 17 | | the state treasury outside the general revenue fund. The fund is |
|---|
| 18 | 18 | | composed of: |
|---|
| 19 | 19 | | (1) money transferred to the fund at the direction of |
|---|
| 20 | 20 | | the legislature; |
|---|
| 21 | 21 | | (2) gifts and grants contributed to the fund; |
|---|
| 22 | 22 | | (3) the earnings of the fund; |
|---|
| 23 | 23 | | (4) money transferred to the fund from proceeds of the |
|---|
| 24 | 24 | | lottery game operated under Section 466.027 or transferred to the |
|---|
| 25 | 25 | | fund under Section 466.408(b); [and] |
|---|
| 26 | 26 | | (5) money deposited to the credit of the fund under |
|---|
| 27 | 27 | | Section 502.1746, Transportation Code; and |
|---|
| 28 | 28 | | (6) money deposited to the credit of the fund under |
|---|
| 29 | 29 | | Section 521.008, Transportation Code. |

| 30 | 30 | | SECTION 2. Subchapter A, Chapter 521, Transportation Code, |
|---|
| 31 | 31 | | is amended by adding Section 521.008 to read as follows: |
|---|
| 32 | 32 | | Sec. 521.008. VOLUNTARY CONTRIBUTION TO FUND FOR VETERANS' |
|---|
| 33 | 33 | | ASSISTANCE. (a) When a person applies for an original or renewal |
|---|
| 34 | 34 | | driver's license or personal identification certificate under this |
|---|
| 35 | 35 | | chapter, the person may make a voluntary contribution in any amount |
|---|
| 36 | 36 | | to the fund for veterans' assistance established by Section |
|---|
| 37 | 37 | | 434.017, Government Code. |
|---|
| 38 | 38 | | (b) The department shall: |
|---|
| 39 | 39 | | (1) include space on the first page of each |
|---|
| 40 | 40 | | application for an original or renewal driver's license or personal |
|---|
| 41 | 41 | | identification certificate that allows a person applying for an |
|---|
| 42 | 42 | | original or renewal driver's license or personal identification |
|---|
| 43 | 43 | | certificate to indicate the amount that the person is voluntarily |
|---|
| 44 | 44 | | contributing to the fund; and |
|---|
| 45 | 45 | | (2) provide an opportunity for the person to |
|---|
| 46 | 46 | | contribute to the fund during the application process for an |
|---|
| 47 | 47 | | original or renewal driver's license or personal identification |
|---|
| 48 | 48 | | certificate on the department's Internet website. |
|---|
| 49 | 49 | | (c) The department shall send any contribution made under |
|---|
| 50 | 50 | | this section to the comptroller for deposit in the state treasury to |
|---|
| 51 | 51 | | the credit of the fund for veterans' assistance not later than the |
|---|
| 52 | 52 | | 14th day of each month. Before sending the money to the fund, the |
|---|
| 53 | 53 | | department may deduct money equal to the amount of reasonable |
|---|
| 54 | 54 | | expenses for administering this section. |
|---|
| 55 | 55 | | SECTION 3. This Act takes effect September 1, 2013. |
