77 relating to training for certain employees of the Department of

99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter B, Chapter 40, Human Resources Code,
1111 is amended by adding Section 40.037 to read as follows:
1212 Sec. 40.037. TRAINING PROGRAM FOR CHILD PROTECTIVE SERVICES
1313 MANAGERS. (a) The department shall develop and implement a
1414 training program that each employee who is newly hired or promoted
1515 to a management position in the child protective services division
1616 must complete before the employee begins serving in the management
1717 position.
1818 (b) The training program must be designed to assist the
1919 employee in developing skills, including communication,
2020 decision-making, and strategic thinking skills, to prepare the
2121 employee to assume management duties, including managing employee
2222 workloads, conducting effective unit meetings, managing a mobile
2323 workforce, implementing program and operational policies, and
2424 completing performance plans.
2525 (c) The department may waive the training required by this
2626 section for an employee who has completed another training program
2727 provided by the department that is similar to the management
2828 training required by this section.
2929 SECTION 2. Section 40.037, Human Resources Code, as added
3030 by this Act, applies only to a person who is newly hired or promoted
3131 to a management position in the child protective services division
3232 of the Department of Family and Protective Services on or after
3333 January 1, 2014.
3434 SECTION 3. This Act takes effect January 1, 2014.
