88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. The heading to Subchapter C, Chapter 96,
1010 Education Code, is amended to read as follows:
1111 SUBCHAPTER C. TEXAS STATE UNIVERSITY[--SAN MARCOS]
1212 SECTION 2. Section 96.41, Education Code, is amended to
1313 read as follows:
1414 Sec. 96.41. TEXAS STATE UNIVERSITY[--SAN MARCOS]. Texas
1515 State University[--San Marcos] is a coeducational institution of
1616 higher education with campuses located in the city of San Marcos and
1717 in the city of Round Rock. The university [It] is under the
1818 management and control of the Board of Regents, Texas State
1919 University System.
2020 SECTION 3. Subsection (a), Section 54.511, Education Code,
2121 is amended to read as follows:
2222 (a) The board of regents of the Texas State University
2323 System may charge each student enrolled at Texas State
2424 University[--San Marcos] a fee initially set at $10 per semester or
2525 $5 per six-week summer term to be used to finance bus service for
2626 students attending the institution.
2727 SECTION 4. Subsection (a), Section 54.5381, Education Code,
2828 is amended to read as follows:
2929 (a) The board of regents of the Texas State University
3030 System may impose an intercollegiate athletics fee on each student
3131 enrolled at a component institution of the Texas State University
3232 System, other than Texas State University[--San Marcos], in an
3333 amount not to exceed:
3434 (1) $8.75 per semester credit hour for each regular
3535 semester; and
3636 (2) $4.50 per semester credit hour for each summer
3737 session.
3838 SECTION 5. The heading to Section 54.5382, Education Code,
3939 is amended to read as follows:

4242 SECTION 6. Subsection (a), Section 54.5382, Education Code,
4343 is amended to read as follows:
4444 (a) The board of regents of the Texas State University
4545 System may impose an intercollegiate athletics fee on each student
4646 enrolled at Texas State University[--San Marcos] in an amount not
4747 to exceed:
4848 (1) $8.75 per semester credit hour for each regular
4949 semester; and
5050 (2) $4.50 per semester credit hour for each summer

5252 SECTION 7. Subsection (a), Section 55.1724, Education Code,
5353 is amended to read as follows:
5454 (a) In addition to the other authority granted by this
5555 subchapter, the board of regents of the Texas State University
5656 System may acquire, purchase, construct, improve, renovate,
5757 enlarge, or equip property, buildings, structures, facilities,
5858 roads, or related infrastructure for the following institutions to
5959 be financed by the issuance of bonds in accordance with this
6060 subchapter and in accordance with a systemwide revenue financing
6161 program adopted by the board in aggregate principal amounts not to
6262 exceed the following:
6363 (1) Lamar University--Beaumont, $8 million;
6464 (2) Lamar Institute of Technology, $2 million;
6565 (3) Lamar State College--Orange, $3.5 million;

7171 SECTION 8. Subsection (a), Section 55.1734, Education Code,
7272 is amended to read as follows:
7373 (a) In addition to the other authority granted by this
7474 subchapter, the board of regents of the Texas State University
7575 System may issue in accordance with this subchapter and in
7676 accordance with a systemwide revenue financing program adopted by
7777 the board bonds for the following institutions not to exceed the
7878 following aggregate principal amounts to finance projects
7979 specified as follows:
8080 (1) Lamar University--Beaumont, $21,792,096 to
8181 renovate and repair campus buildings;
8282 (2) Lamar Institute of Technology, $5,301,960 to
8383 renovate Gentry Hall and convert it to classroom and laboratory
8484 use;
8585 (3) Lamar State College--Orange, $2,125,000 for
8686 campus landscaping, renovation of the old library for physical
8787 plant purposes, renovation of the Main Building and Electronics
8888 Commerce Resource Center, and demolition of the old physical plant
8989 building;
9090 (4) Lamar State College--Port Arthur, $7,650,000 to
9191 construct a performing arts and classroom building and to expand
9292 the Gates Memorial Library and develop an adjacent plaza;
9393 (5) Sam Houston State University, $18 million to
9494 renovate and expand the Farrington Building;
9595 (6) Texas State University[--San Marcos], $18,436,500
9696 to construct a business building; and
9797 (7) Sul Ross State University, $15,175,000 to renovate
9898 and expand the range animal science facility and science building
9999 annex and to carry out other building renovations.
100100 SECTION 9. Subsection (a), Section 55.1754, Education Code,
101101 is amended to read as follows:
102102 (a) In addition to the other authority granted by this
103103 subchapter, the board of regents of the Texas State University
104104 System may acquire, purchase, construct, improve, renovate,
105105 enlarge, or equip facilities, including roads and related
106106 infrastructure, for projects to be financed through the issuance of
107107 bonds in accordance with this subchapter and in accordance with a
108108 systemwide revenue financing program adopted by the board for the
109109 following institutions not to exceed the following aggregate
110110 principal amounts for the projects specified as follows:
111111 (1) Lamar University, $4,500,000 for renovations and
112112 additions to the Lucas Engineering Building;
113113 (2) Lamar State College--Orange, $1,837,280 for
114114 Hibernia Bank Building acquisition and renovation;
115115 (3) Lamar State College--Port Arthur, $1,849,500 for a
116116 computer/learning center;
117117 (4) Texas State University[--San Marcos]:
118118 (A) $42,700,000 for an undergraduate academic
119119 center; and
120120 (B) $36 million for facilities for the Round Rock
121121 Higher Education Center in Williamson County (phase II); and
122122 (5) Sam Houston State University, $10 million for the
123123 construction of a center for the performing arts (phase I).
124124 SECTION 10. Subdivision (3), Section 61.003, Education
125125 Code, is amended to read as follows:
126126 (3) "General academic teaching institution" means The

145145 SECTION 11. Subsection (a), Section 62.021, Education Code,
146146 is amended to read as follows:
147147 (a) In each state fiscal year beginning with the state
148148 fiscal year ending August 31, 2011, an eligible institution is
149149 entitled to receive an amount allocated in accordance with this
150150 section from the funds appropriated for that year by Section 17(a),
151151 Article VII, Texas Constitution. The comptroller shall distribute
152152 funds allocated under this subsection only on presentation of a
153153 claim and issuance of a warrant in accordance with Section 403.071,
154154 Government Code. An eligible institution may not present a claim to
155155 be paid from any funds allocated under this subsection before the
156156 delivery of goods or services described in Section 17, Article VII,
157157 Texas Constitution, except for the payment of principal or interest
158158 on bonds or notes or for a payment for a book or other published
159159 library material as authorized by Section 2155.386, Government
160160 Code. The allocation of funds under this subsection is made in
161161 accordance with an equitable formula consisting of the following
162162 elements: space deficit, facilities condition, institutional
163163 complexity, and a separate allocation for the Texas State Technical
164164 College System. The annual amounts allocated by the formula are as
165165 follows:
166166 (1) $3,559,433 to Midwestern State University;
167167 (2) $27,846,476 to the University of North Texas;
168168 (3) $8,771,265 to the University of North Texas Health
169169 Science Center at Fort Worth;
170170 (4) $12,311,123 to The University of Texas--Pan
171171 American;
172172 (5) $5,057,420 to The University of Texas at
173173 Brownsville;
174174 (6) $8,425,937 to Stephen F. Austin State University;
175175 (7) to the following component institutions of the

227227 SECTION 12. Section 411.050, Government Code, is amended to
228228 read as follows:
229229 Sec. 411.050. CRIME STATISTIC MAPPING. The department, in
230230 conjunction with Texas State University[--San Marcos], may
231231 annually produce maps of the state that include information
232232 regarding crime statistics correlated with the various regions of
233233 the state.
234234 SECTION 13. (a) The name of Texas State University--San
235235 Marcos is changed to Texas State University.
236236 (b) A reference in law to Texas State University--San Marcos
237237 means Texas State University.
238238 (c) An appropriation for the use and benefit of Texas State
239239 University--San Marcos is available for the use and benefit of
240240 Texas State University.
241241 (d) The board of regents of the Texas State University
242242 System and Texas State University--San Marcos shall ensure that the
243243 change of the name made by this Act is implemented with as little
244244 unnecessary cost as possible. The university shall, to the maximum
245245 extent practicable, use all stationery and other consumable
246246 supplies that are printed with the institution's former name and
247247 are in its possession on the effective date of this Act.
248248 SECTION 14. This Act takes effect September 1, 2013.
