55 SENATE CONCURRENT RESOLUTION
66 WHEREAS, It is the responsibility of the federal government
77 to fully maintain the security of the Texas-Mexico international
88 border; and
99 WHEREAS, The federal government has neglected its duty to
1010 fully maintain the security of the Texas-Mexico international
1111 border; and
1212 WHEREAS, An unprotected border facilitates drug smuggling
1313 and human trafficking and opens the door to spillover violence from
1414 criminal cartels; moreover, the ease with which members of
1515 terrorist organizations can enter the country poses a grave threat
1616 to homeland security; and
1717 WHEREAS, The federal government's failure to prevent illegal
1818 entry has shifted much of the responsibility to the State of Texas;
1919 consequently, budget writers must weigh the costs of border
2020 security against the expense of other state services; during the
2121 2012-2013 budget cycle, Texas appropriated $221,600,000 for border
2222 security operations; and
2323 WHEREAS, The executive branch and the United States Congress
2424 have consistently delayed meaningful action on border security,
2525 forcing Texas to expend significant resources to keep the
2626 Texas-Mexico international border secure and placing an undue
2727 burden on the state's taxpayers; now, therefore, be it
2828 RESOLVED, That the 83rd Legislature of the State of Texas
2929 hereby express its dissatisfaction with the federal government's
3030 inadequate efforts to secure the Texas-Mexico international
3131 border; and, be it further
3232 RESOLVED, That the 83rd Legislature of the State of Texas
3333 hereby respectfully urge the Congress of the United States to
3434 reimburse the State of Texas in the amount of $221,600,000 for
3535 bearing the financial burden of the federal government's
3636 responsibility to secure the Texas-Mexico international border
3737 during the 2012-2013 budget cycle; and, be it further
3838 RESOLVED, That the Texas secretary of state forward official
3939 copies of this resolution to the president of the United States, to
4040 the speaker of the house of representatives and to the president of
4141 the senate of the United States Congress, and to all the members of
4242 the Texas delegation to Congress with the request that this
4343 resolution be entered in the Congressional Record as a memorial to
4444 the Congress of the United States of America.
