The bill would allow public water systems to utilize volunteer licensed operators. The bill also would require an owner or manager of a water system that is operated by a volunteer to maintain a record, contact information for the volunteer, and the time period for which the volunteer is responsible for operating the water system. The bill would require a volunteer to be licensed under Chapter 37 of the Texas Water Code. The bill requires the TCEQ to adopt rules to implement the bill no later than December 1, 2015. Enactment of the proposed legislation could require revisions to agency policies and procedures. However, any additional workload resulting from the bill's enactment is expected to be absorbed using existing agency resources.
