The bill would require the Texas Water Development Board (TWDB) to conduct a detailed statewide study on the hydrology and geology of confined and unconfined aquifers. The study would be due no later than December 31, 2016, and be provided to the lieutenant governor, the speaker of the house of representatives, and the standing committees in the Senate and the House of Representatives that have jurisdiction over natural resources. Although there could be some costs to TWDB, this estimate assumes those costs would not be significant and could be absorbed using existing resources.The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house. Otherwise, the bill would take effect September 1, 2015. Local Government Impact No fiscal implication to units of local government is anticipated.
