| 12 | 6 | | hydrology and geology of the confined and unconfined aquifers in |
|---|
| 13 | 7 | | this state. |
|---|
| 14 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 15 | 9 | | SECTION 1. (a) The Texas Water Development Board shall |
|---|
| 16 | 10 | | conduct a study of the hydrology and geology of the confined and |
|---|
| 17 | 11 | | unconfined aquifers in this state to determine: |
|---|
| 18 | 12 | | (1) the quality and quantity of groundwater in those |
|---|
| 19 | 13 | | aquifers, specifically regarding the salinity of those aquifers; |
|---|
| 20 | 14 | | (2) whether those aquifers are tributary or |
|---|
| 21 | 15 | | non-tributary; |
|---|
| 22 | 16 | | (3) the contribution of those aquifers to any surface |
|---|
| 23 | 17 | | flow of any water in this state; and |
|---|
| 24 | 18 | | (4) the contribution of those aquifers to any other |
|---|
| 25 | 19 | | aquifer in this state. |
|---|
| 26 | 20 | | (b) In conducting the study, the board shall produce: |
|---|
| 27 | 21 | | (1) a map that identifies the area and water quality of |
|---|
| 28 | 22 | | the confined and unconfined aquifers in this state; |
|---|
| 29 | 23 | | (2) a map that identifies which aquifers are tributary |
|---|
| 30 | 24 | | and which are non-tributary; and |
|---|
| 31 | 25 | | (3) a report on the contribution of those aquifers to |
|---|
| 32 | 26 | | any other aquifer in this state. |
|---|
| 33 | 27 | | (c) Before conducting the study, the board shall determine |
|---|
| 34 | 28 | | the minimum rate at which an aquifer must contribute to another |
|---|
| 35 | 29 | | aquifer in this state or to the surface flow of any water in this |
|---|
| 36 | 30 | | state in order to be included in the study. |
|---|
| 37 | 31 | | SECTION 2. Not later than December 31, 2016, the Texas Water |
|---|
| 38 | 32 | | Development Board shall report the results of the study conducted |
|---|
| 39 | 33 | | under this Act to the lieutenant governor, the speaker of the house |
|---|
| 40 | 34 | | of representatives, and the standing committees of the senate and |
|---|
| 41 | 35 | | the house of representatives that have jurisdiction over natural |
|---|
| 42 | 36 | | resources. |
|---|
| 43 | 37 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 44 | 38 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 45 | 39 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 46 | 40 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 47 | 41 | | Act takes effect September 1, 2015. |
