104 AN ACT
115 relating to a study by the Texas Water Development Board of the
126 hydrology and geology of the confined and unconfined aquifers in
137 this state.
148 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
159 SECTION 1. (a) The Texas Water Development Board shall
1610 conduct a study of the hydrology and geology of the confined and
1711 unconfined aquifers in this state to determine:
1812 (1) the quality and quantity of groundwater in those
1913 aquifers, specifically regarding the salinity of those aquifers;
2014 (2) whether those aquifers are tributary or
2115 non-tributary;
2216 (3) the contribution of those aquifers to any surface
2317 flow of any water in this state; and
2418 (4) the contribution of those aquifers to any other
2519 aquifer in this state.
2620 (b) In conducting the study, the board shall produce:
2721 (1) a map that identifies the area and water quality of
2822 the confined and unconfined aquifers in this state;
2923 (2) a map that identifies which aquifers are tributary
3024 and which are non-tributary; and
3125 (3) a report on the contribution of those aquifers to
3226 any other aquifer in this state.
3327 (c) Before conducting the study, the board shall determine
3428 the minimum rate at which an aquifer must contribute to another
3529 aquifer in this state or to the surface flow of any water in this
3630 state in order to be included in the study.
3731 SECTION 2. Not later than December 31, 2016, the Texas Water
3832 Development Board shall report the results of the study conducted
3933 under this Act to the lieutenant governor, the speaker of the house
4034 of representatives, and the standing committees of the senate and
4135 the house of representatives that have jurisdiction over natural
4236 resources.
4337 SECTION 3. This Act takes effect immediately if it receives
4438 a vote of two-thirds of all the members elected to each house, as
4539 provided by Section 39, Article III, Texas Constitution. If this
4640 Act does not receive the vote necessary for immediate effect, this
4741 Act takes effect September 1, 2015.
