85 A BILL TO BE ENTITLED
96 AN ACT
107 relating to a human papillomavirus-associated cancer strategic
118 plan developed by the Department of State Health Services.
129 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1310 SECTION 1. (a) The Department of State Health Services
1411 shall develop a strategic plan to significantly reduce morbidity
1512 and mortality from human papillomavirus-associated cancer.
1613 (b) In developing the strategic plan, the Department of
1714 State Health Services shall collaborate with the Cancer Prevention
1815 and Research Institute of Texas and may convene any necessary
1916 workgroups. The members of a workgroup may include:
2017 (1) health care providers specializing in human
2118 papillomavirus-associated cancer prevention, screening,
2219 treatment, or research;
2320 (2) physicians specializing in primary care,
2421 pediatrics, or obstetrics and gynecology;
2522 (3) mid-level health care practitioners;
2623 (4) cancer epidemiologists;
2724 (5) representatives of general academic teaching
2825 institutions as defined by Section 61.003, Education Code, medical
2926 and dental units as defined by Section 61.003, Education Code, and
3027 medical schools as defined by Section 61.501, Education Code;
3128 (6) middle school, high school, or college health
3229 educators;
3330 (7) human papillomavirus-associated cancer survivors;
3431 (8) representatives from geographic areas or other
3532 population groups at higher risk of human
3633 papillomavirus-associated cancer;
37- (9) representatives of community-based and
34+ (9) public advocates concerned with issues related to
35+ vaccine-preventable diseases;
36+ (10) representatives of community-based and
3837 faith-based organizations involved in providing education,
3938 awareness, or support relating to human papillomavirus-associated
4039 cancer; or
41- (10) other people the department determines are
40+ (11) other people the department determines are
4241 necessary.
4342 (c) In developing the strategic plan, the Department of
4443 State Health Services shall:
4544 (1) identify barriers to effective prevention,
4645 screening, and treatment for human papillomavirus-associated
4746 cancer, including specific barriers affecting providers and
4847 patients;
49- (2) identify methods to increase the number of people
50- vaccinated against human papillomavirus;
48+ (2) identify methods, other than a mandate, to
49+ increase the number of people vaccinated against human
50+ papillomavirus;
5151 (3) identify methods to increase use of evidence-based
5252 screening to enhance the number of people screened regularly for
5353 human papillomavirus-associated cancer;
5454 (4) review current technologies and best practices for
5555 human papillomavirus-associated cancer screening;
5656 (5) review technology available to diagnose and
5757 prevent infection by human papillomavirus;
5858 (6) develop methods for creating partnerships with
5959 public and private entities to increase awareness of human
6060 papillomavirus-associated cancer and of the importance of
6161 vaccination education and regular screening;
6262 (7) review current prevention, screening, treatment,
6363 and related activities in this state and identify areas in which the
6464 services for those activities are lacking;
6565 (8) estimate the annual direct and indirect state
6666 health care costs attributable to human papillomavirus-associated
6767 cancers;
6868 (9) identify actions necessary to increase
6969 vaccination and screening rates and reduce the morbidity and
7070 mortality from human papillomavirus-associated cancer and
7171 establish a schedule for implementing those actions; and
7272 (10) make recommendations to the legislature on policy
7373 changes and funding needed to implement the strategic plan.
7474 (d) Not later than December 31, 2016, the Department of
7575 State Health Services shall deliver to the governor and members of
7676 the legislature the strategic plan and recommendations on goal
7777 implementation and schedule compliance related to the strategic
7878 plan.
7979 (e) This section expires January 1, 2017.
8080 SECTION 2. This Act takes effect September 1, 2015.
