| 20 | 5 | | relating to the authority of the board of directors of certain |

| 21 | 6 | | hospital districts to take certain actions. |

| 22 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 23 | 8 | | SECTION 1. Section 1077.106, Special District Local Laws |
|---|
| 24 | 9 | | Code, is amended by amending Subsection (b) and adding Subsection |
|---|
| 25 | 10 | | (c) to read as follows: |
|---|
| 26 | 11 | | (b) The district may: |
|---|
| 27 | 12 | | (1) purchase, construct, acquire, repair, or renovate |
|---|
| 28 | 13 | | buildings and improvements; [and] |
|---|
| 29 | 14 | | (2) mortgage or pledge the buildings and improvements |
|---|
| 30 | 15 | | as security for the payment of the purchase price, subject to |
|---|
| 31 | 16 | | Subsection (c); and |
|---|
| 32 | 17 | | (3) equip buildings and improvements for hospital |
|---|
| 33 | 18 | | purposes. |
|---|
| 34 | 19 | | (c) The total amount of debt secured by the district's |
|---|
| 35 | 20 | | buildings and improvements may not exceed $2.5 million. |

| 36 | 21 | | SECTION 2. Sections 1081.056 and 1081.057, Special District |
|---|
| 37 | 22 | | Local Laws Code, are amended to read as follows: |
|---|
| 38 | 23 | | Sec. 1081.056. QUORUM. Any four [five] directors |
|---|
| 39 | 24 | | constitute a quorum. |
|---|
| 40 | 25 | | Sec. 1081.057. VOTING REQUIREMENT. A concurrence of four |
|---|
| 41 | 26 | | [five] directors is sufficient in any matter relating to district |
|---|
| 42 | 27 | | business. |
|---|
| 43 | 28 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 44 | 29 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 45 | 30 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 46 | 31 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 47 | 32 | | Act takes effect September 1, 2015. |
