225 relating to the use of digital message display systems in certain
236 public facilities.
247 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
258 SECTION 1. Subchapter A, Chapter 521, Transportation Code,
269 is amended by adding Section 521.0061 to read as follows:
2710 Sec. 521.0061. ADVERTISING INSIDE DRIVER'S LICENSE
2811 OFFICES. The department may enter into an agreement with a public
2912 or private entity for a digital message display system to promote
3013 department information or news items of general interest in a
3114 publicly accessible area of a driver's license office. For the
3215 purpose of funding the system, a portion of the information
3316 displayed on the system may consist of digital advertisements. The
3417 department may review and has the right to reject any proposed
3518 advertising to be displayed on a system.
3619 SECTION 2. Subchapter A, Chapter 1001, Transportation Code,
3720 is amended by adding Section 1001.014 to read as follows:
3821 Sec. 1001.014. ADVERTISING INSIDE CERTAIN DEPARTMENT
3922 FACILITIES. The department may enter into an agreement with a
4023 public or private entity for a digital message display system to
4124 promote department information or news items of general interest in
4225 a publicly accessible area of a facility operated by the
4326 department. For the purpose of funding the system, a portion of the
4427 information displayed on the system may consist of digital
4528 advertisements. The department may review and has the right to
4629 reject any proposed advertising to be displayed on a system.
4730 SECTION 3. Chapter 291, Local Government Code, is amended
4831 by adding Section 291.011 to read as follows:
4932 Sec. 291.011. ADVERTISING INSIDE CERTAIN COUNTY
5033 FACILITIES. (a) The commissioners court of a county may enter into
5134 an agreement with a public or private entity for a digital message
5235 display system to promote county information or news items of
5336 general interest in:
5437 (1) a publicly accessible area of the office of the tax
5538 assessor-collector or a branch office established under Section
5639 292.025, 292.026, or 292.027 for which a deputy assessor-collector
5740 has been appointed; or
5841 (2) a jury assembly room.
5942 (b) For the purpose of funding a digital message display
6043 system, a portion of the information displayed on the system may
6144 consist of digital advertisements. The commissioners court may
6245 review and has the right to reject any proposed advertising to be
6346 displayed on a system.
6447 SECTION 4. This Act takes effect immediately if it receives
6548 a vote of two-thirds of all the members elected to each house, as
6649 provided by Section 39, Article III, Texas Constitution. If this
6750 Act does not receive the vote necessary for immediate effect, this
6851 Act takes effect September 1, 2015.
