24 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

25 | 8 | | SECTION 1. Subchapter A, Chapter 521, Transportation Code, |
---|
26 | 9 | | is amended by adding Section 521.0061 to read as follows: |
---|
27 | 10 | | Sec. 521.0061. ADVERTISING INSIDE DRIVER'S LICENSE |
---|
28 | 11 | | OFFICES. The department may enter into an agreement with a public |
---|
29 | 12 | | or private entity for a digital message display system to promote |
---|
30 | 13 | | department information or news items of general interest in a |
---|
31 | 14 | | publicly accessible area of a driver's license office. For the |
---|
32 | 15 | | purpose of funding the system, a portion of the information |
---|
33 | 16 | | displayed on the system may consist of digital advertisements. The |
---|
34 | 17 | | department may review and has the right to reject any proposed |
---|
35 | 18 | | advertising to be displayed on a system. |
---|
36 | 19 | | SECTION 2. Subchapter A, Chapter 1001, Transportation Code, |

41 | 24 | | promote department information or news items of general interest in |
---|
42 | 25 | | a publicly accessible area of a facility operated by the |
---|
43 | 26 | | department. For the purpose of funding the system, a portion of the |
---|
44 | 27 | | information displayed on the system may consist of digital |
---|
45 | 28 | | advertisements. The department may review and has the right to |
---|
46 | 29 | | reject any proposed advertising to be displayed on a system. |
---|
47 | 30 | | SECTION 3. Chapter 291, Local Government Code, is amended |
---|
48 | 31 | | by adding Section 291.011 to read as follows: |

49 | 32 | | Sec. 291.011. ADVERTISING INSIDE CERTAIN COUNTY |
---|
50 | 33 | | FACILITIES. (a) The commissioners court of a county may enter into |
---|
51 | 34 | | an agreement with a public or private entity for a digital message |
---|
52 | 35 | | display system to promote county information or news items of |
---|
53 | 36 | | general interest in: |
---|
54 | 37 | | (1) a publicly accessible area of the office of the tax |
---|
55 | 38 | | assessor-collector or a branch office established under Section |
---|
56 | 39 | | 292.025, 292.026, or 292.027 for which a deputy assessor-collector |
---|
57 | 40 | | has been appointed; or |
---|
58 | 41 | | (2) a jury assembly room. |
---|
59 | 42 | | (b) For the purpose of funding a digital message display |
---|
60 | 43 | | system, a portion of the information displayed on the system may |
---|
61 | 44 | | consist of digital advertisements. The commissioners court may |
---|
62 | 45 | | review and has the right to reject any proposed advertising to be |
---|
63 | 46 | | displayed on a system. |
---|
64 | 47 | | SECTION 4. This Act takes effect immediately if it receives |
---|
65 | 48 | | a vote of two-thirds of all the members elected to each house, as |
---|
66 | 49 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
67 | 50 | | Act does not receive the vote necessary for immediate effect, this |
---|
68 | 51 | | Act takes effect September 1, 2015. |
