 A BILL TO BE ENTITLED
 AN ACT
 relating to disclosing certain information about each substance
 used to execute a person convicted of capital murder.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Article 43.14, Code of Criminal Procedure, is
 amended to read as follows:
 Art. 43.14.  EXECUTION OF PERSON CONVICTED OF CAPITAL MURDER
 [CONVICT].  (a)  Whenever the sentence of death is pronounced
 against a person convicted of capital murder [convict], the
 sentence shall be executed at any time after the hour of 6 p.m. on
 the day set for the execution, by intravenous injection of a
 substance or substances in a lethal quantity sufficient to cause
 death and until the person [such convict] is dead, such execution
 procedure to be determined and supervised by the director of the
 correctional institutions division of the Texas Department of
 Criminal Justice.
 (b)  Except as provided by Subsection (c), not later than the
 45th day before the date an execution is scheduled to occur, the
 director of the correctional institutions division of the Texas
 Department of Criminal Justice shall post on the department's
 Internet website the following information regarding each
 substance to be used in the execution:
 (1)  the name of the substance;
 (2)  the manufacturer of the substance;
 (3)  the expiration date of the substance;
 (4)  the results of any laboratory tests performed on
 the substance;
 (5)  the quantity of the substance; and
 (6)  any other information in the department's
 possession regarding the substance.
 (c)  If the information described by Subsection (b) is not
 available for the department to post before the date required by
 Subsection (b), the department shall make the information available
 as soon as the substance is in the department's possession, but in
 no event later than the 14th day before the date the execution is
 scheduled to occur.
 SECTION 2.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2015.
