| 7 | 7 | | relating to the approval period for a proposal for an award of a |

| 8 | 8 | | grant from the Texas Enterprise Fund. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 481.078(e), Government Code, is amended |
|---|
| 11 | 11 | | to read as follows: |
|---|
| 12 | 12 | | (e) The administration of the fund is considered to be a |
|---|
| 13 | 13 | | trusteed program within the office of the governor. The governor |
|---|
| 14 | 14 | | may negotiate on behalf of the state regarding awarding, by grant, |
|---|
| 15 | 15 | | money appropriated from the fund. The governor may award money |
|---|
| 16 | 16 | | appropriated from the fund only with the prior approval of the |
|---|
| 17 | 17 | | lieutenant governor and speaker of the house of |
|---|
| 18 | 18 | | representatives. For purposes of this subsection, an award of |
|---|
| 19 | 19 | | money appropriated from the fund is considered disapproved by the |
|---|
| 20 | 20 | | lieutenant governor or speaker of the house of representatives if |
|---|
| 21 | 21 | | that officer does not approve the proposal to award the grant before |
|---|
| 22 | 22 | | the 31st [91st] day after the date of receipt of the proposal from |
|---|
| 23 | 23 | | the governor. The lieutenant governor or the speaker of the house |
|---|
| 24 | 24 | | of representatives may extend the review deadline applicable to |
|---|
| 25 | 25 | | that officer for an additional 14 days by submitting a written |
|---|
| 26 | 26 | | notice to that effect to the governor before the expiration of the |
|---|
| 27 | 27 | | initial review period. |

| 28 | 28 | | SECTION 2. The change in law made by this Act applies only |
|---|
| 29 | 29 | | to a proposal for an award of a grant from the Texas Enterprise Fund |
|---|
| 30 | 30 | | submitted by the governor to the lieutenant governor or speaker of |
|---|
| 31 | 31 | | the house of representatives for prior approval on or after the |
|---|
| 32 | 32 | | effective date of this Act. A proposal for an award of a grant from |
|---|
| 33 | 33 | | the Texas Enterprise Fund submitted by the governor to the |
|---|
| 34 | 34 | | lieutenant governor or speaker of the house of representatives for |
|---|
| 35 | 35 | | prior approval before the effective date of this Act is governed by |
|---|
| 36 | 36 | | the law in effect on the date the proposal was submitted for that |
|---|
| 37 | 37 | | approval, and the former law is continued in effect for that |
|---|
| 38 | 38 | | purpose. |

| 39 | 39 | | SECTION 3. This Act takes effect September 1, 2015. |
