66 AN ACT
77 relating to the approval period for a proposal for an award of a
88 grant from the Texas Enterprise Fund.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 481.078(e), Government Code, is amended
1111 to read as follows:
1212 (e) The administration of the fund is considered to be a
1313 trusteed program within the office of the governor. The governor
1414 may negotiate on behalf of the state regarding awarding, by grant,
1515 money appropriated from the fund. The governor may award money
1616 appropriated from the fund only with the prior approval of the
1717 lieutenant governor and speaker of the house of
1818 representatives. For purposes of this subsection, an award of
1919 money appropriated from the fund is considered disapproved by the
2020 lieutenant governor or speaker of the house of representatives if
2121 that officer does not approve the proposal to award the grant before
2222 the 31st [91st] day after the date of receipt of the proposal from
2323 the governor. The lieutenant governor or the speaker of the house
2424 of representatives may extend the review deadline applicable to
2525 that officer for an additional 14 days by submitting a written
2626 notice to that effect to the governor before the expiration of the
2727 initial review period.
2828 SECTION 2. The change in law made by this Act applies only
2929 to a proposal for an award of a grant from the Texas Enterprise Fund
3030 submitted by the governor to the lieutenant governor or speaker of
3131 the house of representatives for prior approval on or after the
3232 effective date of this Act. A proposal for an award of a grant from
3333 the Texas Enterprise Fund submitted by the governor to the
3434 lieutenant governor or speaker of the house of representatives for
3535 prior approval before the effective date of this Act is governed by
3636 the law in effect on the date the proposal was submitted for that
3737 approval, and the former law is continued in effect for that
3838 purpose.
3939 SECTION 3. This Act takes effect September 1, 2015.
