11	5		relating to requiring the Texas Higher Education Coordinating Board
12	6		to maintain an inventory of postsecondary educational programs and
13	7		services for persons with intellectual and developmental
14	8		disabilities.
15	9		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
16	10		SECTION 1. Subchapter C, Chapter 61, Education Code, is
17	11		amended by adding Section 61.0663 to read as follows:
18	12		Sec. 61.0663. INVENTORY OF POSTSECONDARY EDUCATIONAL
19	13		PROGRAMS AND SERVICES FOR PERSONS WITH INTELLECTUAL AND
20	14		DEVELOPMENTAL DISABILITIES. (a) The board shall maintain an
21	15		inventory of all postsecondary educational programs and services
22	16		provided for persons with intellectual and developmental
23	17		disabilities by institutions of higher education.
24	18		(b) The board shall:
25	19		(1) post the inventory on the board's Internet website
26	20		in an easily identifiable and accessible location;
27	21		(2) submit the inventory to the Texas Education Agency
28	22		for inclusion in the transition and employment guide under Section
29	23		29.0112; and
30	24		(3) update the inventory at least once every two
31	25		years.
32	26		(c) At times prescribed by the board, each institution of
33	27		higher education shall report to the board all programs and
34	28		services described by Subsection (a) provided by that institution.
35	29		SECTION 2. Section 29.0112(b), Education Code, is amended
36	30		to read as follows:
37	31		(b) The transition and employment guide must contain
38	32		information specific to this state regarding:
39	33		(1) transition services;
40	34		(2) employment and supported employment services;
41	35		(3) social security programs;
42	36		(4) community and long-term services and support;
43	37		(5) postsecondary educational programs and services,
44	38		including the inventory maintained by the Texas Higher Education
45	39		Coordinating Board under Section 61.0663;
46	40		(6) information sharing with health and human services
47	41		agencies and providers;
48	42		(7) guardianship and alternatives to guardianship;
49	43		(8) self-advocacy, person-directed planning, and
50	44		self-determination; and
51	45		(9) contact information for all relevant state
52	46		agencies.
53	47		SECTION 3. The Texas Higher Education Coordinating Board
54	48		shall compile the inventory required by Section 61.0663, Education
55	49		Code, as added by this Act, not later than September 1, 2016. The
56	50		Texas Education Agency shall comply with Section 29.0112(b)(5),
57	51		Education Code, as amended by this Act, as soon as practicable after
58	52		the inventory is available.
59	53		SECTION 4. This Act takes effect immediately if it receives
60	54		a vote of two-thirds of all the members elected to each house, as
61	55		provided by Section 39, Article III, Texas Constitution. If this
62	56		Act does not receive the vote necessary for immediate effect, this
63	57		Act takes effect September 1, 2015.
