115 relating to requiring the Texas Higher Education Coordinating Board
126 to maintain an inventory of postsecondary educational programs and
137 services for persons with intellectual and developmental
148 disabilities.
159 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1610 SECTION 1. Subchapter C, Chapter 61, Education Code, is
1711 amended by adding Section 61.0663 to read as follows:
1812 Sec. 61.0663. INVENTORY OF POSTSECONDARY EDUCATIONAL
1913 PROGRAMS AND SERVICES FOR PERSONS WITH INTELLECTUAL AND
2014 DEVELOPMENTAL DISABILITIES. (a) The board shall maintain an
2115 inventory of all postsecondary educational programs and services
2216 provided for persons with intellectual and developmental
2317 disabilities by institutions of higher education.
2418 (b) The board shall:
2519 (1) post the inventory on the board's Internet website
2620 in an easily identifiable and accessible location;
2721 (2) submit the inventory to the Texas Education Agency
2822 for inclusion in the transition and employment guide under Section
2923 29.0112; and
3024 (3) update the inventory at least once every two
3125 years.
3226 (c) At times prescribed by the board, each institution of
3327 higher education shall report to the board all programs and
3428 services described by Subsection (a) provided by that institution.
3529 SECTION 2. Section 29.0112(b), Education Code, is amended
3630 to read as follows:
3731 (b) The transition and employment guide must contain
3832 information specific to this state regarding:
3933 (1) transition services;
4034 (2) employment and supported employment services;
4135 (3) social security programs;
4236 (4) community and long-term services and support;
4337 (5) postsecondary educational programs and services,
4438 including the inventory maintained by the Texas Higher Education
4539 Coordinating Board under Section 61.0663;
4640 (6) information sharing with health and human services
4741 agencies and providers;
4842 (7) guardianship and alternatives to guardianship;
4943 (8) self-advocacy, person-directed planning, and
5044 self-determination; and
5145 (9) contact information for all relevant state
5246 agencies.
5347 SECTION 3. The Texas Higher Education Coordinating Board
5448 shall compile the inventory required by Section 61.0663, Education
5549 Code, as added by this Act, not later than September 1, 2016. The
5650 Texas Education Agency shall comply with Section 29.0112(b)(5),
5751 Education Code, as amended by this Act, as soon as practicable after
5852 the inventory is available.
5953 SECTION 4. This Act takes effect immediately if it receives
6054 a vote of two-thirds of all the members elected to each house, as
6155 provided by Section 39, Article III, Texas Constitution. If this
6256 Act does not receive the vote necessary for immediate effect, this
6357 Act takes effect September 1, 2015.
