| 7 | 7 | | relating to public meetings of joint airport boards. |

| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Section 551.001(3), Government Code, is amended |
|---|
| 10 | 10 | | to read as follows: |
|---|
| 11 | 11 | | (3) "Governmental body" means: |
|---|
| 12 | 12 | | (A) a board, commission, department, committee, |
|---|
| 13 | 13 | | or agency within the executive or legislative branch of state |
|---|
| 14 | 14 | | government that is directed by one or more elected or appointed |
|---|
| 15 | 15 | | members; |
|---|
| 16 | 16 | | (B) a county commissioners court in the state; |
|---|
| 17 | 17 | | (C) a municipal governing body in the state; |
|---|
| 18 | 18 | | (D) a deliberative body that has rulemaking or |
|---|
| 19 | 19 | | quasi-judicial power and that is classified as a department, |
|---|
| 20 | 20 | | agency, or political subdivision of a county or municipality; |
|---|
| 21 | 21 | | (E) a school district board of trustees; |
|---|
| 22 | 22 | | (F) a county board of school trustees; |
|---|
| 23 | 23 | | (G) a county board of education; |
|---|
| 24 | 24 | | (H) the governing board of a special district |
|---|
| 25 | 25 | | created by law; |
|---|
| 26 | 26 | | (I) a local workforce development board created |
|---|
| 27 | 27 | | under Section 2308.253; |
|---|
| 28 | 28 | | (J) a nonprofit corporation that is eligible to |
|---|
| 29 | 29 | | receive funds under the federal community services block grant |
|---|
| 30 | 30 | | program and that is authorized by this state to serve a geographic |
|---|
| 31 | 31 | | area of the state; [and] |
|---|
| 32 | 32 | | (K) a nonprofit corporation organized under |
|---|
| 33 | 33 | | Chapter 67, Water Code, that provides a water supply or wastewater |
|---|
| 34 | 34 | | service, or both, and is exempt from ad valorem taxation under |
|---|
| 35 | 35 | | Section 11.30, Tax Code; and |
|---|
| 36 | 36 | | (L) a joint board created under Section 22.074, |
|---|
| 37 | 37 | | Transportation Code. |
|---|
| 38 | 38 | | SECTION 2. Subchapter C, Chapter 551, Government Code, is |
|---|
| 39 | 39 | | amended by adding Section 551.0501 to read as follows: |
|---|
| 40 | 40 | | Sec. 551.0501. JOINT BOARD: PLACE OF POSTING NOTICE. |
|---|
| 41 | 41 | | (a) In this section, "electronic bulletin board" means an |
|---|
| 42 | 42 | | electronic communication system that includes a perpetually |
|---|
| 43 | 43 | | illuminated screen on which the governmental body can post messages |
|---|
| 44 | 44 | | or notices viewable without manipulation by the public. |
|---|
| 45 | 45 | | (b) A joint board created under Section 22.074, |
|---|
| 46 | 46 | | Transportation Code, shall post notice of each meeting on a |
|---|
| 47 | 47 | | physical or electronic bulletin board at a place convenient to the |
|---|
| 48 | 48 | | public in the board's administrative offices. |
|---|
| 49 | 49 | | SECTION 3. The heading to Section 551.056, Government Code, |
|---|
| 50 | 50 | | is amended to read as follows: |
|---|
| 51 | 51 | | Sec. 551.056. ADDITIONAL POSTING REQUIREMENTS FOR CERTAIN |
|---|
| 52 | 52 | | MUNICIPALITIES, COUNTIES, SCHOOL DISTRICTS, JUNIOR COLLEGE |
|---|
| 53 | 53 | | DISTRICTS, [AND] DEVELOPMENT CORPORATIONS, AUTHORITIES, AND JOINT |
|---|
| 54 | 54 | | BOARDS. |
|---|
| 55 | 55 | | SECTION 4. Section 551.056(b), Government Code, is amended |
|---|
| 56 | 56 | | to read as follows: |
|---|
| 57 | 57 | | (b) In addition to the other place at which notice is |
|---|
| 58 | 58 | | required to be posted by this subchapter, the following |
|---|
| 59 | 59 | | governmental bodies and economic development corporations must |
|---|
| 60 | 60 | | also concurrently post notice of a meeting on the Internet website |
|---|
| 61 | 61 | | of the governmental body or economic development corporation: |
|---|
| 62 | 62 | | (1) a municipality; |
|---|
| 63 | 63 | | (2) a county; |
|---|
| 64 | 64 | | (3) a school district; |
|---|
| 65 | 65 | | (4) the governing body of a junior college or junior |
|---|
| 66 | 66 | | college district, including a college or district that has changed |
|---|
| 67 | 67 | | its name in accordance with Chapter 130, Education Code; |
|---|
| 68 | 68 | | (5) a development corporation organized under the |
|---|
| 69 | 69 | | Development Corporation Act (Subtitle C1, Title 12, Local |
|---|
| 70 | 70 | | Government Code); [and] |
|---|
| 71 | 71 | | (6) a regional mobility authority included within the |
|---|
| 72 | 72 | | meaning of an "authority" as defined by Section 370.003, |
|---|
| 73 | 73 | | Transportation Code; and |
|---|
| 74 | 74 | | (7) a joint board created under Section 22.074, |
|---|
| 75 | 75 | | Transportation Code. |
|---|
| 76 | 76 | | SECTION 5. The change in law made by this Act applies only |
|---|
| 77 | 77 | | to notice that is required to be posted on or after the effective |
|---|
| 78 | 78 | | date of this Act. Notice that is required to be posted prior to the |
|---|
| 79 | 79 | | effective date of this Act is governed by the law in effect at that |
|---|
| 80 | 80 | | time, and that law is continued in effect for that purpose. |
|---|
| 81 | 81 | | SECTION 6. This Act takes effect immediately if it receives |
|---|
| 82 | 82 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 83 | 83 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 84 | 84 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 85 | 85 | | Act takes effect September 1, 2015. |
