| 7 | 7 | | relating to a study and report on early childhood education. |

| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Subchapter E, Chapter 29, Education Code, is |
|---|
| 10 | 10 | | amended by adding Section 29.1581 to read as follows: |
|---|
| 11 | 11 | | Sec. 29.1581. STUDY AND REPORT ON EARLY CHILDHOOD |
|---|
| 12 | 12 | | EDUCATION. (a) The agency, in collaboration with the Texas |
|---|
| 13 | 13 | | Workforce Commission and the Department of Family and Protective |
|---|
| 14 | 14 | | Services, shall conduct a study and compile a report on |
|---|
| 15 | 15 | | public-private partnerships regarding early childhood education. |
|---|
| 16 | 16 | | (b) The study must identify: |
|---|
| 17 | 17 | | (1) methods to streamline the process under which a |
|---|
| 18 | 18 | | public-private partnership for early childhood education is |
|---|
| 19 | 19 | | established; |
|---|
| 20 | 20 | | (2) current areas of coordination between state |
|---|
| 21 | 21 | | agencies that perform or provide services for children, including |
|---|
| 22 | 22 | | areas in which either organizational silos or collaboration exist; |
|---|
| 23 | 23 | | and |
|---|
| 24 | 24 | | (3) the sources and uses of early childhood education |
|---|
| 25 | 25 | | funding. |
|---|
| 26 | 26 | | (c) Not later than December 1, 2016, the agency shall report |
|---|
| 27 | 27 | | the agency's findings and recommendations to the governor, the |
|---|
| 28 | 28 | | lieutenant governor, the speaker of the house of representatives, |
|---|
| 29 | 29 | | and the standing legislative committees with primary jurisdiction |
|---|
| 30 | 30 | | over public education. The agency shall include in its report: |
|---|
| 31 | 31 | | (1) a description of services provided by each state |
|---|
| 32 | 32 | | agency related to early childhood education, including the |
|---|
| 33 | 33 | | following for each service: |
|---|
| 34 | 34 | | (A) funding mechanisms; and |
|---|
| 35 | 35 | | (B) tools for monitoring and tracking |
|---|
| 36 | 36 | | utilization, outcomes, and program effectiveness; |
|---|
| 37 | 37 | | (2) recommended efforts to streamline the process |
|---|
| 38 | 38 | | under which a public-private partnership for early childhood |
|---|
| 39 | 39 | | education is established; and |
|---|
| 40 | 40 | | (3) recommended new programs of early childhood |
|---|
| 41 | 41 | | education or enhancements to existing programs. |
|---|
| 42 | 42 | | (d) This section expires September 1, 2017. |
|---|
| 43 | 43 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 44 | 44 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 45 | 45 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 46 | 46 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 47 | 47 | | Act takes effect September 1, 2015. |
