66 AN ACT
77 relating to a study and report on early childhood education.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Subchapter E, Chapter 29, Education Code, is
1010 amended by adding Section 29.1581 to read as follows:
1111 Sec. 29.1581. STUDY AND REPORT ON EARLY CHILDHOOD
1212 EDUCATION. (a) The agency, in collaboration with the Texas
1313 Workforce Commission and the Department of Family and Protective
1414 Services, shall conduct a study and compile a report on
1515 public-private partnerships regarding early childhood education.
1616 (b) The study must identify:
1717 (1) methods to streamline the process under which a
1818 public-private partnership for early childhood education is
1919 established;
2020 (2) current areas of coordination between state
2121 agencies that perform or provide services for children, including
2222 areas in which either organizational silos or collaboration exist;
2323 and
2424 (3) the sources and uses of early childhood education
2525 funding.
2626 (c) Not later than December 1, 2016, the agency shall report
2727 the agency's findings and recommendations to the governor, the
2828 lieutenant governor, the speaker of the house of representatives,
2929 and the standing legislative committees with primary jurisdiction
3030 over public education. The agency shall include in its report:
3131 (1) a description of services provided by each state
3232 agency related to early childhood education, including the
3333 following for each service:
3434 (A) funding mechanisms; and
3535 (B) tools for monitoring and tracking
3636 utilization, outcomes, and program effectiveness;
3737 (2) recommended efforts to streamline the process
3838 under which a public-private partnership for early childhood
3939 education is established; and
4040 (3) recommended new programs of early childhood
4141 education or enhancements to existing programs.
4242 (d) This section expires September 1, 2017.
4343 SECTION 2. This Act takes effect immediately if it receives
4444 a vote of two-thirds of all the members elected to each house, as
4545 provided by Section 39, Article III, Texas Constitution. If this
4646 Act does not receive the vote necessary for immediate effect, this
4747 Act takes effect September 1, 2015.
