 A BILL TO BE ENTITLED
 AN ACT
 relating to a study and report on early childhood education.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter E, Chapter 29, Education Code, is
 amended by adding Section 29.1581 to read as follows:
 Sec. 29.1581.  STUDY AND REPORT ON EARLY CHILDHOOD
 EDUCATION. (a) The agency, in collaboration with the Texas
 Workforce Commission and the Department of Family and Protective
 Services, shall conduct a study and compile a report on
 public-private partnerships regarding early childhood education.
 (b)  The study must identify:
 (1)  methods to streamline the process under which a
 public-private partnership for early childhood education is
 established;
 (2)  current areas of coordination between state
 agencies that perform or provide services for children, including
 areas in which either organizational silos or collaboration exist;
 and
 (3)  the sources and uses of early childhood education
 funding.
 (c)  Not later than December 1, 2016, the agency shall report
 the agency's findings and recommendations to the governor, the
 lieutenant governor, the speaker of the house of representatives,
 and the standing legislative committees with primary jurisdiction
 over public education. The agency shall include in its report:
 (1)  a description of services provided by each state
 agency related to early childhood education, including the
 following for each service:
 (A)  funding mechanisms; and
 (B)  tools for monitoring and tracking
 utilization, outcomes, and program effectiveness;
 (2)  recommended efforts to streamline the process
 under which a public-private partnership for early childhood
 education is established; and
 (3)  recommended new programs of early childhood
 education or enhancements to existing programs.
 (d)  This section expires September 1, 2017.
 SECTION 2.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2015.
