8	8	AN ACT
9	9	relating to information on projected changes in weather, water
10	10	availability, and climate variability in strategic plans of certain
11	11	state agencies.
12	12	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
13	13	SECTION 1. Section 2056.002(b), Government Code, is amended
14	14	to read as follows:
15	15	(b) The Legislative Budget Board and the Governor's Office
16	16	of Budget, Policy, and Planning shall determine the elements
17	17	required to be included in each agency's strategic plan. Unless
18	18	modified by the Legislative Budget Board and the Governor's Office
19	19	of Budget, Policy, and Planning, and except as provided by
20	20	Subsection (c), a plan must include:
21	21	(1) a statement of the mission and goals of the state
22	22	agency;
23	23	(2) a description of the indicators developed under
24	24	this chapter and used to measure the output and outcome of the
25	25	agency;
26	26	(3) identification of the groups of people served by
27	27	the agency, including those having service priorities, or other
28	28	service measures established by law, and estimates of changes in
29	29	those groups expected during the term of the plan;
30	30	(4) an analysis of the use of the agency's resources to
31	31	meet the agency's needs, including future needs, and an estimate of
32	32	additional resources that may be necessary to meet future needs;
33	33	(5) an analysis of expected changes in the services
34	34	provided by the agency because of changes in state or federal law;
35	35	(6) a description of the means and strategies for
36	36	meeting the agency's needs, including future needs, and achieving
37	37	the goals established under Section 2056.006 for each area of state
38	38	government for which the agency provides services;
39	39	(7) a description of the capital improvement needs of
40	40	the agency during the term of the plan and a statement, if
41	41	appropriate, of the priority of those needs;
42	42	(8) identification of each geographic region of this
43	43	state, including the Texas-Louisiana border region and the
44	44	Texas-Mexico border region, served by the agency, and if
45	45	appropriate the agency's means and strategies for serving each
46	46	region;
47	47	(9) a description of the training of the agency's
48	48	contract managers under Section 2262.053;
49	49	(10) an analysis of the agency's expected expenditures
50	50	that relate to federally owned or operated military installations
51	51	or facilities, or communities where a federally owned or operated
52	52	military installation or facility is located;
53	53	(11) an analysis of the strategic use of information
54	54	resources as provided by the instructions prepared under Section
55	55	2054.095; [and]
56	56	(12) for the Department of Agriculture, Texas
57	57	Commission on Environmental Quality, General Land Office, Texas
58	58	Department of Housing and Community Affairs, Texas Department of
59	59	Insurance, Parks and Wildlife Department, Department of Public
60	60	Safety, Public Utility Commission of Texas, office of the
61	61	comptroller, Texas A&M Forest Service, and Texas Water Development
62	62	Board:
63	63	(A) an analysis of expected changes, including
64	64	adverse impacts, in the services provided by the agency because of
65	65	projected changes in weather, water availability, and climate
66	66	variability, as determined by the Texas state climatologist's
67	67	report under Section 2056.005(c);
68	68	(B) for each period described in Section
69	69	2056.005(c), a description of the means and strategies for meeting
70	70	the agency's needs and managing the risks associated with the
71	71	projected changes in weather, water availability, and climate
72	72	variability as determined by the report; and
73	73	(C) for the means and strategies described by
74	74	Paragraph (B):
75	75	(i) identification of any financial
76	76	resources that will be needed to carry out those means and
77	77	strategies; and
78	78	(ii) an analysis of partnerships and
79	79	cooperation between the agency and other state, local, and federal
80	80	governmental entities that will be needed to carry out those means
81	81	and strategies; and
82	82	(13) other information that may be required.
83	83	SECTION 2. Section 2056.005, Government Code, is amended by
84	84	adding Subsections (c), (d), (e), and (f) to read as follows:
85	85	(c) Not later than February 1 of each even-numbered year,
86	86	the Texas state climatologist shall provide to the Legislative
87	87	Budget Board, for use in the strategic planning of a state agency
88	88	listed in Section 2056.002(b)(12), a report on projected changes in
89	89	weather, water availability, and climate variability across the
90	90	state for a period of:
91	91	(1) five years beginning with the next odd-numbered
92	92	year; and
93	93	(2) at least 20 years and not longer than 50 years
94	94	beginning with the next odd-numbered year.
95	95	(d) The report under Subsection (c) may include:
96	96	(1) projections of precipitation;
97	97	(2) projections of temperature;
98	98	(3) projections of stream flow in Texas rivers;
99	99	(4) projections of evaporation rates;
100	100	(5) projections of soil moisture rates;
101	101	(6) projections of sea level changes;
102	102	(7) projections of coastal storm intensity;
103	103	(8) projections of inland and coastal flood intensity;
104	104	(9) likely ranges of variability for all projections;
105	105	(10) any estimations of the likelihood of the
106	106	forecasts, as considered appropriate by the Texas state
107	107	climatologist; and
108	108	(11) any additional factors that are considered useful
109	109	for state agency strategic planning by the Texas state
110	110	climatologist.
111	111	(e) The Texas state climatologist may use a forecast created
112	112	outside of the office of the state climatologist if the forecast is
113	113	considered suitable by the climatologist for the requirements of
114	114	the report.
115	115	(f) Not later than March 1 of each even-numbered year, the
116	116	Legislative Budget Board shall distribute the report provided under
117	117	Subsection (c) to the state agencies listed in Section
118	118	2056.002(b)(12) for use in each agency's strategic planning.
119	119	SECTION 3. This Act takes effect September 1, 2015.
