88 AN ACT
99 relating to creation of a task force to study the effects of
1010 population growth on counties in this state.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. TASK FORCE TO STUDY POPULATION GROWTH IN TEXAS.
1313 (a) In this Act, "task force" means the Task Force to Study
1414 Population Growth in Texas established under this section.
1515 (b) The Task Force to Study Population Growth in Texas is
1616 established for the purpose of assessing the effects of population
1717 growth on counties in this state relating to:
1818 (1) housing;
1919 (2) businesses;
2020 (3) available land resources;
2121 (4) the state's economy;
2222 (5) health care services; and
2323 (6) county jails.
2424 (c) The task force is composed of the following nine
2525 members:
2626 (1) three state or local officials appointed by the
2727 governor;
2828 (2) three state or local officials appointed by the
2929 lieutenant governor; and
3030 (3) three state or local officials appointed by the
3131 speaker of the house of representatives.
3232 (d) The members of the task force shall elect a presiding
3333 officer from among the membership.
3434 (e) The offices of the governor, lieutenant governor, and
3535 speaker of the house of representatives shall provide staff support
3636 to the task force.
3737 (f) The task force shall hold public hearings to achieve the
3838 purpose described by Subsection (b) of this section.
3939 (g) A member of the task force is not entitled to receive
4040 compensation for service on the task force but is entitled to
4141 reimbursement of the travel expenses incurred by the member while
4242 conducting the business of the task force.
4343 (h) The task force may accept gifts and grants from any
4444 source to be used to carry out a function of the task force.
4545 SECTION 2. FINAL REPORT. Not later than November 1, 2016,
4646 the task force shall submit a final report to the governor, the
4747 lieutenant governor, the speaker of the house of representatives,
4848 and the appropriate standing committees of the legislature. The
4949 report shall include a summary and analysis of:
5050 (1) hearings and studies conducted by the task force;
5151 (2) legislation proposed by the task force; and
5252 (3) other findings and recommendations made by the
5353 task force.
5454 SECTION 3. APPOINTMENTS. Not later than December 1, 2015,
5555 the governor, the lieutenant governor, and the speaker of the house
5656 of representatives shall make the appointments to the task force as
5757 described by Section 1(c) of this Act.
5858 SECTION 4. EXPIRATION. The task force is abolished and this
5959 Act expires August 31, 2017.
6060 SECTION 5. EFFECTIVE DATE. This Act takes effect
6161 immediately if it receives a vote of two-thirds of all the members
6262 elected to each house, as provided by Section 39, Article III, Texas
6363 Constitution. If this Act does not receive the vote necessary for
6464 immediate effect, this Act takes effect September 1, 2015.
