115 relating to the development and alignment by the Texas Higher
126 Education Coordinating Board of curricula for certain educational
137 programs.
148 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
159 SECTION 1. Section 61.823, Education Code, is amended by
1610 adding Subsection (e) to read as follows:
1711 (e) The board, with the assistance of an appropriate
1812 advisory committee, shall periodically review each field of study
1913 curriculum to ensure alignment with student interest and academic
2014 and industry needs.
2115 SECTION 2. Subchapter S, Chapter 61, Education Code, is
2216 amended by adding Section 61.8235 to read as follows:
2317 Sec. 61.8235. CAREER AND TECHNICAL EDUCATION PROGRAM OF
2418 STUDY CURRICULA. (a) The board, with the assistance of
2519 institutions of higher education, career and technical education
2620 experts, and college and career readiness experts, shall establish
2721 alignment between the college and career readiness standards and
2822 the knowledge, skills, and abilities students are expected to
2923 demonstrate in career and technical education by establishing
3024 programs of study that:
3125 (1) incorporate rigorous college and career readiness
3226 standards, including career and technical education standards that
3327 address both academic and technical content;
3428 (2) support attainment of employability and career
3529 readiness skills;
3630 (3) progress in content specificity by beginning with
3731 all aspects of an industry or career cluster and leading to more
3832 occupationally specific instruction or by preparing students for
3933 ongoing postsecondary career preparation;
4034 (4) incorporate multiple entry and exit points with
4135 portable demonstrations of technical or career competency, which
4236 may include credit transfer agreements or industry-recognized
4337 certifications; and
4438 (5) culminate in the attainment of:
4539 (A) an industry-recognized certification,
4640 credential, or license;
4741 (B) a registered apprenticeship or
4842 credit-bearing postsecondary certificate; or
4943 (C) an associate or baccalaureate degree.
5044 (b) The board, with the assistance of advisory committees
5145 composed of representatives of secondary education, postsecondary
5246 education, business and industry, other state agencies or licensing
5347 bodies, and other career and technical education experts, shall
5448 develop career and technical education program of study curricula.
5549 Each advisory committee shall have at least one representative from
5650 each identified group. The advisory committees shall identify the
5751 knowledge, skills, and abilities required to prepare students for
5852 high-skill, high-wage jobs in high-demand occupations.
5953 (c) In developing program of study curricula under
6054 Subsection (b), the board shall pursue a management strategy that
6155 maximizes efficiency, including a management strategy that
6256 provides for the decentralization of advisory committees to enable
6357 concurrent development of curricula for different programs of
6458 study.
6559 (d) The board may partner with the Texas Education Agency,
6660 the Texas Workforce Commission, and other state agencies to develop
6761 programs of study under this section.
6862 (e) A program of study established under this section must:
6963 (1) focus on the current and future needs of employers
7064 in this state;
7165 (2) clearly define career pathways with logical entry
7266 and exit points for students;
7367 (3) indicate the types of careers and the names of
7468 certifications or licenses aligned to the program of study;
7569 (4) provide for students who begin a program of study
7670 at a public junior college, public state college, or public
7771 technical institute to transfer to another public junior college,
7872 public state college, or public technical institute without having
7973 to repeat classes or incur significant interruption of their
8074 ability to progress through the program of study;
8175 (5) be designed to meet the needs of business and
8276 industry with a high degree of commonality across the state;
8377 (6) align with the college and career readiness
8478 standards; and
8579 (7) be revised on a reoccurring schedule, not to
8680 exceed once every five years, to ensure the programs of study remain
8781 current and relevant to the needs of business and industry.
8882 (f) A student enrolled in a board-established program of
8983 study who transfers from a public junior college, public state
9084 college, or public technical institute to another public junior
9185 college, public state college, or public technical institute that
9286 offers a similar program, regardless of whether the institution has
9387 adopted the board-established program of study, shall receive
9488 academic credit from the institution to which the student
9589 transferred for each of the courses that the student has
9690 successfully completed in the program of study curriculum. Unless
9791 otherwise required by the Commission on Colleges of the Southern
9892 Association of Colleges and Schools, the student may complete the
9993 program of study at the institution to which the student
10094 transferred by completing only the remaining number of semester
10195 credit hours the student would need to complete the program of study
10296 at the institution from which the student transferred.
10397 (g) The board, the Texas Education Agency, and the Texas
10498 Workforce Commission may adopt rules as necessary for the
10599 administration of this section.
