| 14 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 15 | 9 | | SECTION 1. Subchapter E, Chapter 13, Water Code, is amended |
|---|
| 16 | 10 | | by adding Section 13.1461 to read as follows: |
|---|
| 17 | 11 | | Sec. 13.1461. CORRECTIONAL FACILITY COMPLIANCE WITH |
|---|
| 18 | 12 | | CONSERVATION MEASURES. A retail public utility may require the |
|---|
| 19 | 13 | | operator of a correctional facility, as defined by Section |
|---|
| 20 | 14 | | 1.07(14), Penal Code, that receives retail water or sewer utility |
|---|
| 21 | 15 | | service from the retail public utility to comply with water |
|---|
| 22 | 16 | | conservation measures adopted or implemented by the retail public |
|---|
| 23 | 17 | | utility. |

| 24 | 18 | | SECTION 2. This Act takes effect immediately if it receives |

| 25 | 19 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 26 | 20 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 27 | 21 | | Act does not receive the vote necessary for immediate effect, this |

| 28 | 22 | | Act takes effect September 1, 2015. |
