| 14 | 6 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 15 | 7 | | SECTION 1. Section 421.001(3), Government Code, is amended |
|---|
| 16 | 8 | | to read as follows: |
|---|
| 17 | 9 | | (3) "Homeland security activity" means any activity |
|---|
| 18 | 10 | | related to the prevention or discovery of, response to, or recovery |
|---|
| 19 | 11 | | from: |
|---|
| 20 | 12 | | (A) a terrorist attack; [,] |
|---|
| 21 | 13 | | (B) a natural or man-made disaster; [,] |
|---|
| 22 | 14 | | (C) a hostile military or paramilitary action; [, |
|---|
| 23 | 15 | | or] |
|---|
| 24 | 16 | | (D) an extraordinary law enforcement emergency; |
|---|
| 25 | 17 | | or |
|---|
| 26 | 18 | | (E) a fire or medical emergency requiring |
|---|
| 27 | 19 | | resources beyond the capabilities of a local jurisdiction. |

| 28 | 20 | | SECTION 2. This Act takes effect immediately if it receives |

| 29 | 21 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 30 | 22 | | provided by Section 39, Article III, Texas Constitution. If this |

| 31 | 23 | | Act does not receive the vote necessary for immediate effect, this |
