| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Subchapter B, Chapter 13, Election Code, is |
|---|
| 13 | 13 | | amended by adding Section 13.048 to read as follows: |
|---|
| 14 | 14 | | Sec. 13.048. OPTIONAL PROCEDURE FOR APPOINTMENT OF |
|---|
| 15 | 15 | | VOLUNTEER DEPUTY REGISTRAR; PROVISION OF TRAINING MATERIALS ON |
|---|
| 16 | 16 | | SECRETARY OF STATE WEBSITE. (a) A county may adopt a method of |
|---|
| 17 | 17 | | appointment for volunteer deputy registrars under this section that |
|---|
| 18 | 18 | | provides for the training and examination of potential volunteer |
|---|
| 19 | 19 | | deputy registrars. |
|---|
| 20 | 20 | | (b) For the purposes of this section, the secretary of state |
|---|
| 21 | 21 | | shall: |
|---|
| 22 | 22 | | (1) provide on the secretary of state's website the |
|---|
| 23 | 23 | | training materials prescribed by the secretary of state under |
|---|
| 24 | 24 | | Section 13.047 for volunteer deputy registrars; and |
|---|
| 25 | 25 | | (2) prescribe and make available on the secretary of |
|---|
| 26 | 26 | | state's website an examination based on those materials. |
|---|
| 27 | 27 | | (c) A county that has adopted the method under this section: |
|---|
| 28 | 28 | | (1) shall administer the required examination to a |
|---|
| 29 | 29 | | potential volunteer deputy registrar at any time during the county |
|---|
| 30 | 30 | | voter registrar's regular business hours; and |
|---|
| 31 | 31 | | (2) is not required to hold in-person training |
|---|
| 32 | 32 | | sessions for potential volunteer deputy registrars. |
|---|
| 33 | 33 | | (d) At the time a person satisfactorily completes the |
|---|
| 34 | 34 | | examination in compliance with standards adopted by the secretary |
|---|
| 35 | 35 | | of state, the registrar shall appoint the person as a volunteer |
|---|
| 36 | 36 | | deputy registrar and advise the person: |
|---|
| 37 | 37 | | (1) of county-specific procedures for processing |
|---|
| 38 | 38 | | voter registration applications, if applicable; and |
|---|
| 39 | 39 | | (2) that the only requirements for voter registration |
|---|
| 40 | 40 | | are those prescribed by state law or by the secretary of state. |
|---|
| 41 | 41 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 42 | 42 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 43 | 43 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 44 | 44 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 45 | 45 | | Act takes effect September 1, 2015. |
