| 7 | 7 | | relating to a study on the savings to the state achieved by the |

| 8 | 8 | | expansion of Medicaid managed care in regards to the provision of |
|---|
| 9 | 9 | | prescription drugs and other pharmacy benefits. |
|---|
| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. (a) The Health and Human Services Commission |
|---|
| 12 | 12 | | shall conduct a study on the accuracy of the Legislative Budget |
|---|
| 13 | 13 | | Board's estimate that the changes in law made by Chapter 7 (S.B. 7), |
|---|
| 14 | 14 | | Acts of the 82nd Legislature, 1st Called Session, 2011, would |
|---|
| 15 | 15 | | produce a savings of $467,628,328 for the state during the fiscal |
|---|
| 16 | 16 | | biennium ending August 31, 2013. In conducting the study, the |
|---|
| 17 | 17 | | Health and Human Services Commission shall focus on the savings |
|---|
| 18 | 18 | | achieved by the changes in law relating to the expansion of Medicaid |
|---|
| 19 | 19 | | managed care, particularly with regard to the increase in the |
|---|
| 20 | 20 | | provision of prescription drugs and other pharmacy benefits |
|---|
| 21 | 21 | | provided through Medicaid managed care organizations. |
|---|
| 22 | 22 | | (b) Not later than December 31, 2016, the Health and Human |
|---|
| 23 | 23 | | Services Commission shall submit a report containing the results of |
|---|
| 24 | 24 | | the study conducted under Subsection (a) of this section to the |
|---|
| 25 | 25 | | governor, lieutenant governor, and speaker of the house of |
|---|
| 26 | 26 | | representatives. |
|---|
| 27 | 27 | | SECTION 2. This Act expires December 31, 2017. |
|---|
| 28 | 28 | | SECTION 3. This Act takes effect September 1, 2015. |
