 A BILL TO BE ENTITLED
 AN ACT
 relating to the availability of certain special purpose district
 financial information on a district's Internet website.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Chapter 140, Local Government Code, is amended
 by adding Section 140.012 to read as follows:
 Sec. 140.012.  POSTING OF FINANCIAL INFORMATION BY SPECIAL
 PURPOSE DISTRICT. (a)  In this section, "special purpose district"
 means a political subdivision of this state with boundaries that
 are not statewide, other than a municipality, county, or
 independent school district.
 (b)  A special purpose district shall maintain a financial
 transparency Internet website and shall post to that website:
 (1)  the district's budget for the district's current
 fiscal year and the three preceding fiscal years;
 (2)  a comprehensive financial report for the
 district's three preceding fiscal years; and
 (3)  an electronic checking account transaction
 register with information for the district's current fiscal year
 and the three preceding fiscal years that meets the requirements of
 Subsections (c), (d), and (e).
 (c)  A special purpose district shall maintain the
 transaction register for the district's checking account in a
 searchable electronic spreadsheet format. Except as provided by
 Subsection (d), the electronic checking account transaction
 register must include for each check written from a district
 checking account:
 (1)  the transaction amount;
 (2)  the check number;
 (3)  the name of the payee; and
 (4)  a statement of the purpose of the expenditure for
 which the check was written.
 (c-1)  Notwithstanding Subsection (c), a special purpose
 district's electronic checking account transaction register must
 contain the information required by Subsections (c)(1), (2), and
 (3) for each check dated before January 1, 2016. A district's
 electronic checking account transaction register must contain the
 information required by Subsections (c)(1) through (4) for each
 check dated on or after January 1, 2016.  This subsection expires
 December 31, 2019.
 (d)  A special purpose district may not include in the
 district's electronic checking account transaction register a
 check issued to a district employee in payment of a workers'
 compensation income benefit, medical benefit, death benefit, or
 burial benefit that is issued by a special purpose district
 operating as a self-insurer under Chapter 504, Labor Code.
 (e)  A special purpose district shall update the electronic
 checking account transaction register at least once each month, not
 later than the 90th day after the closing date of the most recent
 monthly statement for the checking account.
 SECTION 2.  This Act takes effect January 1, 2016.
