| 13 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 14 | 14 | | SECTION 1. Section 391.006, Local Government Code, is |
|---|
| 15 | 15 | | amended by amending Subsection (c) and adding Subsection (d) to |
|---|
| 16 | 16 | | read as follows: |
|---|
| 17 | 17 | | (c) The governing body of a commission of a region that is |
|---|
| 18 | 18 | | consistent with the geographic boundaries of a state planning |
|---|
| 19 | 19 | | region shall offer an ex officio, nonvoting membership on the |
|---|
| 20 | 20 | | governing body to each [a] member of the legislature who represents |
|---|
| 21 | 21 | | a district located wholly or partly in the region of the commission. |
|---|
| 22 | 22 | | (d) An ex officio member is not counted for purposes of |
|---|
| 23 | 23 | | determining a quorum. |
|---|
| 24 | 24 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 25 | 25 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 26 | 26 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 27 | 27 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 28 | 28 | | Act takes effect September 1, 2015. |
