 A BILL TO BE ENTITLED
 AN ACT
 relating to the revocation of an organization's adoption of a
 section of the state highway system.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Chapter 430, Transportation Code, is amended by
 adding Section 430.003 to read as follows:
 Sec. 430.003.  PROCEDURES FOR REVOKING ADOPTION OF HIGHWAY
 SECTION. (a) In this section, "organization" includes a business
 entity.
 (b)  A person may initiate the revocation of an
 organization's adoption of a section of the state highway system
 under the department's Adopt-a-Highway program or a similar
 department program by submitting to the department a petition
 signed by at least one-half of one percent of the of the total votes
 cast in the county, in which the highway section is located, by all
 candidates for governor in the most recent gubernatorial general
 election.
 (c)  Not later than the 60th day after the date a petition
 described by Subsection (b) is received, the department shall hold
 a public hearing to determine whether to grant the petition to
 revoke the organization's adoption of the section.
 (d)  The department shall grant the petition and revoke the
 organization's adoption of the section of the state highway system
 if the department determines that, based on the mission, history,
 and reputation of the organization and any other factor the
 department considers relevant, the adoption of the section by the
 organization will jeopardize the program, is counterproductive to
 the purpose of the program, or will create a hazard to the safety of
 the traveling public.
 SECTION 2.  Section 430.003, Transportation Code, as added
 by this Act, applies to an organization that adopts a
 section of the
 state highway system under the Texas Department of Transportation's
 Adopt-a-Highway program or a similar department program before, on,
 or after the effective date of this Act.
 SECTION 3.  This Act takes effect September 1, 2015.
