| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. The heading to Section 254.261, Election Code, |

| 13 | 13 | | is amended to read as follows: |

| 14 | 14 | | Sec. 254.261. DIRECT CAMPAIGN EXPENDITURE EXCEEDING $1,000 |

| 16 | 16 | | SECTION 2. Section 254.261(a), Election Code, is amended to |

| 17 | 17 | | read as follows: |

| 18 | 18 | | (a) A person not acting in concert with another person who |
|---|
| 19 | 19 | | makes one or more direct campaign expenditures in an election from |
|---|
| 20 | 20 | | the person's own property that exceed $1,000 shall comply with this |
|---|
| 21 | 21 | | chapter as if the person were the campaign treasurer of a |
|---|
| 22 | 22 | | general-purpose committee that does not file monthly reports under |
|---|
| 23 | 23 | | Section 254.155. |

| 24 | 24 | | SECTION 3. Section 254.261(a), Election Code, as amended by |
|---|
| 25 | 25 | | this Act, applies to the reporting of a contribution or expenditure |
|---|
| 26 | 26 | | made on or after the effective date of this Act. A contribution or |
|---|
| 27 | 27 | | expenditure made before the effective date of this Act is governed |
|---|
| 28 | 28 | | by the law in effect when the contribution or expenditure was made, |
|---|
| 29 | 29 | | and the former law is continued in effect for that purpose. |
|---|
| 30 | 30 | | SECTION 4. This Act takes effect September 1, 2015. |
