| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subtitle F, Title 4, Government Code, is amended |
|---|
| 11 | 11 | | by adding Chapter 490G to read as follows: |
|---|
| 12 | 12 | | CHAPTER 490G. UNMANNED AIRCRAFT PROGRAM |
|---|
| 13 | 13 | | Sec. 490G.001. ESTABLISHMENT OF PROGRAM; POLICIES AND |
|---|
| 14 | 14 | | PROCEDURES. (a) Using existing resources, the office of the |
|---|
| 15 | 15 | | governor shall establish a program to acquire and provide unmanned |
|---|
| 16 | 16 | | aircraft to state agencies to use for state purposes. |
|---|
| 17 | 17 | | (b) To ensure the public safety, the office of the governor |
|---|
| 18 | 18 | | shall establish policies and procedures for a state agency to |
|---|
| 19 | 19 | | request, and for the office to grant use of, unmanned aircraft under |
|---|
| 20 | 20 | | the program. |
|---|
| 21 | 21 | | Sec. 490G.002. DUTY OF STATE AGENCY. A state agency shall |
|---|
| 22 | 22 | | comply with this chapter, the policies and procedures adopted under |
|---|
| 23 | 23 | | this chapter, Chapter 423, and federal law when using unmanned |
|---|
| 24 | 24 | | aircraft under the program. |
|---|
| 25 | 25 | | SECTION 2. As soon as practicable after the effective date |
|---|
| 26 | 26 | | of this Act, the office of the governor shall adopt the policies and |
|---|
| 27 | 27 | | procedures, establish the unmanned aircraft program, and acquire |
|---|
| 28 | 28 | | unmanned aircraft for state agency use as required by Section |
|---|
| 29 | 29 | | 490G.001, Government Code, as added by this Act. |
|---|
| 30 | 30 | | SECTION 3. This Act takes effect September 1, 2015. |
