 A BILL TO BE ENTITLED
 AN ACT
 relating to the establishment of an unmanned aircraft program in
 the office of the governor.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subtitle F, Title 4, Government Code, is amended
 by adding Chapter 490G to read as follows:
 CHAPTER 490G. UNMANNED AIRCRAFT PROGRAM
 Sec. 490G.001.  ESTABLISHMENT OF PROGRAM; POLICIES AND
 PROCEDURES. (a)  Using existing resources, the office of the
 governor shall establish a program to acquire and provide unmanned
 aircraft to state agencies to use for state purposes.
 (b)  To ensure the public safety, the office of the governor
 shall establish policies and procedures for a state agency to
 request, and for the office to grant use of, unmanned aircraft under
 the program.
 Sec. 490G.002.  DUTY OF STATE AGENCY.  A state agency shall
 comply with this chapter, the policies and procedures adopted under
 this chapter, Chapter 423, and federal law when using unmanned
 aircraft under the program.
 SECTION 2.  As soon as practicable after the effective date
 of this Act, the office of the governor shall adopt the policies and
 procedures, establish the unmanned aircraft program, and acquire
 unmanned aircraft for state agency use as required by Section
 490G.001, Government Code, as added by this Act.
 SECTION 3.  This Act takes effect September 1, 2015.
