| 10 | 10 | SECTION 1. Section 245.010, Health and Safety Code, is | |
| 11 | 11 | amended by adding Subsection (b-1) to read as follows: | |
| 12 | 12 | (b-1) The minimum standards adopted under Subsection (a) | |
| 13 | 13 | must address physical plant requirements, administrative | |
| 14 | 14 | requirements, staffing requirements, and facility protocols. | |
| 15 | 15 | SECTION 2. Not later than December 1, 2015, the executive | |
| 16 | 16 | commissioner of the Health and Human Services Commission shall | |
| 17 | 17 | adopt any rules necessary to implement Section 245.010(b-1), Health | |
| 18 | 18 | and Safety Code, as added by this Act. | |
| 19 | 19 | SECTION 3. An abortion facility is not required to comply | |
| 20 | 20 | with minimum standards adopted under Section 245.010(b-1), Health | |
| 21 | 21 | and Safety Code, as added by this Act, before January 1, 2016. | |
| 22 | 22 | SECTION 4. This Act takes effect September 1, 2015. |
