A BILL TO BE ENTITLED
AN ACT
relating to the minimum standards applicable to an abortion
facility.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Section 245.010, Health and Safety Code, is
amended by adding Subsection (b-1) to read as follows:
(b-1) The minimum standards adopted under Subsection (a)
must address physical plant requirements, administrative
requirements, staffing requirements, and facility protocols.
SECTION 2. Not later than December 1, 2015, the executive
commissioner of the Health and Human Services Commission shall
adopt any rules necessary to implement Section 245.010(b-1), Health
and Safety Code, as added by this Act.
SECTION 3. An abortion facility is not required to comply
with minimum standards adopted under Section 245.010(b-1), Health
and Safety Code, as added by this Act, before January 1, 2016.
SECTION 4. This Act takes effect September 1, 2015.
