                    BILL ANALYSIS             C.S.H.B. 382     By: Canales     Higher Education     Committee Report (Substituted)             BACKGROUND AND PURPOSE    Interested parties note that the South Texas Community College District is the community college system established by the legislature to serve Hidalgo and Starr Counties. While the district serves those counties with multiple campuses in several Lower Rio Grande Valley communities, the parties suggest that the district's service area needs an extension facility more conveniently located to other such communities in the district. C.S.H.B. 382 seeks to provide for the establishment of such an extension facility.        CRIMINAL JUSTICE IMPACT   It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    C.S.H.B. 382 amends the Education Code to require the board of trustees of the South Texas Community College District to establish and operate an extension facility, subject to existing requirements relating to junior college district branch campuses, centers, and extension facilities, within the corporate limits of the municipality of Edcouch or Elsa, beginning with the 20162017 academic year.       EFFECTIVE DATE    September 1, 2015.       COMPARISON OF ORIGINAL AND SUBSTITUTE   While C.S.H.B. 382 may differ from the original in minor or nonsubstantive ways, the following comparison is organized and formatted in a manner that indicates the substantial differences between the introduced and committee substitute versions of the bill.
