 A BILL TO BE ENTITLED
 AN ACT
 relating to assignment and appeal of public school district and
 campus performance ratings.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 39.054, Education Code, is amended by
 adding Subsection (a-2) to read as follows:
 (a-2)  The commissioner, in evaluating school district or
 campus performance, may not assign a district or campus a rating
 under Subsection (a) if data quality or integrity is compromised.
 The commissioner must designate the district or campus as "Not
 rated: Data integrity issues."
 SECTION 2.  Section 39.151(c), Education Code, is amended to
 read as follows:
 (c)  A [The commissioner may limit a challenge under this
 section to a written submission of any issue identified by the]
 school district or open-enrollment charter school is entitled to
 appear before the committee relating to a challenge under this
 section [challenging the agency decision].
 SECTION 3.  This Act applies beginning with the 2015-2016
 school year.
 SECTION 4.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2015.
