 A BILL TO BE ENTITLED
 AN ACT
 relating to the Texas enterprise fund.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 481.078, Government Code is amended by
 adding Subsection (m) as follows:
 (m)  In a calendar year at least 35 percent of the grant
 agreements entered into must contain a provision that requires all
 of the jobs created under the agreement to be created:
 (1)  in an area designated as a Qualified Census Tract
 (QCTs) as defined by the U.S. Department of Housing and Urban
 Development (HUD); and
 (2)  target and promote appropriate size companies of
 approximately 25 employees or more.
 SECTION 2.  Section 481.079, Government Code is amended as
 follows:
 Sec. 481.079.  REPORT ON USE OF MONEY IN TEXAS ENTERPRISE
 FUND. (a) Before the beginning of each regular session of the
 legislature, the governor shall submit to the lieutenant governor,
 the speaker of the house of representatives, and each other member
 of the legislature a report on grants made under Section 481.078
 that states:
 (1)  the number of direct jobs each recipient committed
 to create in this state, regional and under Section 481.078 (m);
 (2)  the number of direct jobs each recipient created
 in this state, regional and under Section 481.078 (m);
 (3)  the median wage of the jobs each recipient created
 in this state, regional and under Section 481.078 (m);
 (4)  measures the typical lifespan of the jobs each
 recipient created;
 (5)  whether the jobs created each recipient created
 are generally aligned with the skill levels of the residents in the
 area where the jobs are created
 (4)  (6)  the amount of capital investment each
 recipient committed to expend or allocate per project in this
 state, regional and under Section 481.078 (m);
 (5)  (7)  the amount of capital investment each
 recipient expended or allocated per project in this state, regional
 and under Section 481.078 (m);
 (6)  (8)  the total amount of grants made to each
 recipient;
 (7)  (9)  the average amount of money granted in this
 state for each job created in this state, regional and under
 Section 481.078 (m)
 by grant recipients;
 (8)  (10)  the number of jobs created in this state by
 grant recipients in each sector of the North American Industry
 Classification System (NAICS); and
 (9)  (11)  of the number of direct jobs each recipient
 created in this state, regional and under Section 481.078 (m), the
 number of positions created that provide health benefits for
 employees.
 (a-1)  For grants awarded for a purpose specified by Section
 481.078(d-1), the report must include only the amount and purpose
 of each grant.
 (b)  The report may not include information that is made
 confidential by law.
 (c)  The governor may require a recipient of a grant under
 Section 481.078 to submit, on a form the governor provides,
 information required to complete the report
 SECTION 3.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution. If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2015.
