| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter A, Chapter 375, Local Government |
|---|
| 11 | 11 | | Code, is amended by adding Section 375.005 to read as follows: |
|---|
| 12 | 12 | | Sec. 375.005. SUNSET REVIEW OF MUNICIPAL MANAGEMENT |
|---|
| 13 | 13 | | DISTRICTS IN CERTAIN COUNTIES. (a) A municipal management or other |
|---|
| 14 | 14 | | district to which this chapter applies or that incorporates a power |
|---|
| 15 | 15 | | provided by this chapter is subject to review under Chapter 325, |
|---|
| 16 | 16 | | Government Code (Texas Sunset Act), as if it were a state agency |
|---|
| 17 | 17 | | subject to review under that chapter but may not be abolished under |
|---|
| 18 | 18 | | that chapter without further legislative action. |
|---|
| 19 | 19 | | (b) A district shall be reviewed as if the district were |
|---|
| 20 | 20 | | scheduled to be abolished on September 1 of the eighth year after |
|---|
| 21 | 21 | | the date the bill creating the district was enacted. |
|---|
| 22 | 22 | | (c) This section applies only to a district located in a |
|---|
| 23 | 23 | | county with a population of 3.3 million or more. |
|---|
| 24 | 24 | | (d) A district shall pay the cost incurred by the Sunset |
|---|
| 25 | 25 | | Advisory Commission in performing a review of the district under |
|---|
| 26 | 26 | | this section. The Sunset Advisory Commission shall determine the |
|---|
| 27 | 27 | | cost, and the district shall pay the amount promptly on receipt of a |
|---|
| 28 | 28 | | statement from the Sunset Advisory Commission detailing the cost. |
|---|
| 29 | 29 | | SECTION 2. Section 375.005, Local Government Code, as added |
|---|
| 30 | 30 | | by this Act, applies only to a district created on or after the |
|---|
| 31 | 31 | | effective date of this Act. |
|---|
| 32 | 32 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 33 | 33 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 34 | 34 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 35 | 35 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 36 | 36 | | Act takes effect September 1, 2015. |
