13 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

14 | 8 | | SECTION 1. Section 135.02(a), Education Code, is amended to |
---|
15 | 9 | | read as follows: |
---|
16 | 10 | | (a) The Texas State Technical College System is composed of: |
---|
17 | 11 | | (1) a system office located in the city of Waco in |
---|
18 | 12 | | McLennan County; |
---|
19 | 13 | | (2) a campus located in the city of Harlingen in |
---|
20 | 14 | | Cameron County; |
---|
21 | 15 | | (3) a campus serving West Texas that operates as a |
---|
22 | 16 | | collective unit of strategically positioned permanent locations in |
---|
23 | 17 | | the city of Sweetwater in Nolan County, the city of Abilene in |
---|
24 | 18 | | Taylor County, the city of Brownwood in Brown County, and the city |
---|
25 | 19 | | of Breckenridge in Stephens County; |
---|
26 | 20 | | (4) a campus located in the city of Marshall in |
---|
27 | 21 | | Harrison County; |
---|
28 | 22 | | (5) a campus located in the city of Waco in McLennan |
---|
29 | 23 | | County; |
---|
30 | 24 | | (6) a campus located in Fort Bend County; |
---|
31 | 25 | | (7) an extension center located in Ellis County; and |
---|
32 | 26 | | (8) [(7)] campuses assigned to the system from time to |
---|
33 | 27 | | time by specific legislative Act. |

34 | 28 | | SECTION 2. Section 135.04(b), Education Code, is amended to |
---|
35 | 29 | | read as follows: |
---|
36 | 30 | | (b) Before any program may be offered by a campus or |
---|
37 | 31 | | extension center within the tax district of a public junior college |
---|
38 | 32 | | that is operating a vocational and technical program, it must be |
---|
39 | 33 | | established that the public junior college is not capable of |
---|
40 | 34 | | offering or is unable to offer the program. After it is |
---|
41 | 35 | | established that a need for the program exists and that the program |
---|
42 | 36 | | is not locally available, the campus or extension center may offer |
---|
43 | 37 | | the program, provided approval is secured from the coordinating |
---|
44 | 38 | | board. Approval of technical-vocational programs under this |
---|
45 | 39 | | section does not apply to Brown, McLennan, Cameron, Fort Bend, and |
---|
46 | 40 | | Potter counties. |
---|
47 | 41 | | SECTION 3. This Act takes effect immediately if it receives |
---|
48 | 42 | | a vote of two-thirds of all the members elected to each house, as |
---|
49 | 43 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
50 | 44 | | Act does not receive the vote necessary for immediate effect, this |
---|
51 | 45 | | Act takes effect September 1, 2015. |
