11	5		relating to the abolishment of the Orange County child support
12	6		office and to the divorce and contempt fees paid in Orange County.
13	7		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
14	8		SECTION 1. Sections 152.1872(f) and (g), Human Resources
15	9		Code, are transferred to Section 152.1873, Human Resources Code,
16	10		redesignated as Subsections (f) and (g) of that section, and
17	11		amended to read as follows:
18	12		(f) Fees collected under this section [and Section
19	13		152.1873] shall be deposited in a separate fund known as the
20	14		"divorce and contempt fees fund [Child Support Fund]" by the county
21	15		treasurer. A record shall be kept of all fees collected and
22	16		expended. The divorce and contempt fees [child support] fund is
23	17		subject to regular audit by the county auditor or other authorized
24	18		person. An annual report of receipts and expenditures in the
25	19		account shall be made to the commissioners court by the auditor.
26	20		(g) The Orange County Juvenile Board [juvenile board] shall
27	21		administer the fees collected under this section [and Section
28	22		152.1873] to meet the expenses of the juvenile board [office],
29	23		including postage, equipment, stationery, office supplies,
30	24		subpoenas, salaries, and other expenses authorized by the board.
31	25		The fund shall be supplemented from the general fund or other
32	26		available funds of the county as necessary.
33	27		SECTION 2. The heading to Section 152.1873, Human Resources
34	28		Code, is amended to read as follows:
35	29		Sec. 152.1873. DIVORCE [ADOPTION] AND CONTEMPT FEES IN
36	30		ORANGE COUNTY.
37	31		SECTION 3. Sections 152.1873(a) and (d), Human Resources
38	32		Code, are amended to read as follows:
39	33		(a) Each person who files a divorce case in Orange County
40	34		shall pay to the clerk of the district court a filing fee of not less
41	35		than $5. The fee is taxed, collected, and paid as other costs and is
42	36		used to assist in maintaining the Orange County Juvenile Board as
43	37		provided by Subsection (g) [child support office].
44	38		(d) A receipt of all disbursements of money paid to [into]
45	39		the Orange County Juvenile Board [child support office] in a matter
46	40		involving contempt shall be kept on file.
47	41		SECTION 4. The following are repealed:
48	42		(1) the heading to Section 152.1872, Human Resources
49	43		Code; and
50	44		(2) Sections 152.1872(a), (b), (c), (d), and (e),
51	45		Human Resources Code.
52	46		SECTION 5. On the effective date of this Act:
53	47		(1) the Orange County child support office is
54	48		abolished;
55	49		(2) the obligations, rights, records, equipment, and
56	50		personnel of the former office are transferred to the Orange County
57	51		Juvenile Board; and
58	52		(3) any money remaining in the Orange County child
59	53		support fund shall be transferred to the divorce and contempt fees
60	54		fund for the Orange County Juvenile Board.
61	55		SECTION 6. This Act takes effect September 1, 2015.
