| 19 | 19 | | WHEREAS, The establishment of the Hidalgo County Healthcare |
|---|
| 20 | 20 | | District will provide numerous benefits to the community, but |
|---|
| 21 | 21 | | taxpayers should not be unduly burdened to fund the district; and |
|---|
| 22 | 22 | | WHEREAS, The Hidalgo County Healthcare District will serve |
|---|
| 23 | 23 | | the insured and uninsured alike, while providing resources to |
|---|
| 24 | 24 | | support a medical school, generating new revenue, and creating |
|---|
| 25 | 25 | | jobs; and |
|---|
| 26 | 26 | | WHEREAS, The Hidalgo County Commissioners Court supports the |
|---|
| 27 | 27 | | formation of a county health care funding district, and it |
|---|
| 28 | 28 | | anticipates that the district will provide a mechanism to receive |
|---|
| 29 | 29 | | federal matching funds to support indigent health care services; as |
|---|
| 30 | 30 | | a member of the district, the county will be eligible for Medicaid |
|---|
| 31 | 31 | | reimbursements and matching funds it is not currently receiving; |
|---|
| 32 | 32 | | and |
|---|
| 33 | 33 | | WHEREAS, The district is intended to decrease the burden on |
|---|
| 34 | 34 | | taxpayers by taking advantage of federal matching funds, and |
|---|
| 35 | 35 | | underlying support for the district is the assumption that once it |
|---|
| 36 | 36 | | is formed and operating, the county will reduce its own tax rate |
|---|
| 37 | 37 | | accordingly; now, therefore, be it |
|---|
| 38 | 38 | | RESOLVED, That the 84th Legislature of the State of Texas |
|---|
| 39 | 39 | | hereby respectfully urge Hidalgo County to reduce its tax rate upon |
|---|
| 40 | 40 | | establishment of the Hidalgo County Healthcare District; and, be it |
|---|
| 41 | 41 | | further |
|---|
| 42 | 42 | | RESOLVED, That the secretary of state forward official copies |
|---|
| 43 | 43 | | of this resolution to the Hidalgo County Commissioners Court. |
