The cost to the state for publication of the resolution is $118,681. The bill would amend Article III of the Texas Constitution to authorize counties with a population of 7,500 or less to construct and maintain private roads if it charges reasonable amount for the work. Local Government Impact A county that chose to construct and maintain private roads would incur costs that may be all or partially offset by charging for the work; however, the amounts would vary depending on the number of road projects and the costs incurred and recovered. It is assumed that a county would exercise the authority only if sufficient resources were available or it would not result in a negative fiscal impact.
