5	5	A JOINT RESOLUTION
6	6	proposing a constitutional amendment requiring the recording of
7	7	certain proceedings of the Texas Supreme Court and the Court of
8	8	Criminal Appeals and the publication of the recordings.
9	9	BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
10	10	SECTION 1. Article V, Texas Constitution, is amended by
11	11	adding Section 1-b to read as follows:
12	12	Sec. 1-b. The Supreme Court and the Court of Criminal
13	13	Appeals shall make a video recording or other electronic visual and
14	14	audio recording of each oral argument, proceeding, and open meeting
15	15	of the court and post the recording on the court's Internet website.
16	16	SECTION 2. The following temporary provision is added to
17	17	the Texas Constitution:
18	18	TEMPORARY PROVISION. (a) This temporary provision applies
19	19	to the constitutional amendment proposed by the 84th Legislature,
20	20	Regular Session, 2015, requiring the recording of certain
21	21	proceedings of the Texas Supreme Court and the Court of Criminal
22	22	Appeals and the publication of the recordings.
23	23	(b) Section 1-b, Article V, of this constitution takes
24	24	effect January 1, 2016, and applies only to a proceeding commenced
25	25	on or after that date.
26	26	(c) This temporary provision expires January 1, 2017.
27	27	SECTION 3. This proposed constitutional amendment shall be
28	28	submitted to the voters at an election to be held November 3, 2015.
29	29	The ballot shall be printed to provide for voting for or against the
30	30	proposition: "The constitutional amendment requiring the
31	31	recording of certain proceedings of the Texas Supreme Court and the
32	32	Court of Criminal Appeals and the publication of the recordings."
