55 A JOINT RESOLUTION
66 proposing a constitutional amendment requiring the recording of
77 certain proceedings of the Texas Supreme Court and the Court of
88 Criminal Appeals and the publication of the recordings.
99 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Article V, Texas Constitution, is amended by
1111 adding Section 1-b to read as follows:
1212 Sec. 1-b. The Supreme Court and the Court of Criminal
1313 Appeals shall make a video recording or other electronic visual and
1414 audio recording of each oral argument, proceeding, and open meeting
1515 of the court and post the recording on the court's Internet website.
1616 SECTION 2. The following temporary provision is added to
1717 the Texas Constitution:
1818 TEMPORARY PROVISION. (a) This temporary provision applies
1919 to the constitutional amendment proposed by the 84th Legislature,
2020 Regular Session, 2015, requiring the recording of certain
2121 proceedings of the Texas Supreme Court and the Court of Criminal
2222 Appeals and the publication of the recordings.
2323 (b) Section 1-b, Article V, of this constitution takes
2424 effect January 1, 2016, and applies only to a proceeding commenced
2525 on or after that date.
2626 (c) This temporary provision expires January 1, 2017.
2727 SECTION 3. This proposed constitutional amendment shall be
2828 submitted to the voters at an election to be held November 3, 2015.
2929 The ballot shall be printed to provide for voting for or against the
3030 proposition: "The constitutional amendment requiring the
3131 recording of certain proceedings of the Texas Supreme Court and the
3232 Court of Criminal Appeals and the publication of the recordings."
