 A JOINT RESOLUTION
 proposing a constitutional amendment requiring the recording of
 certain proceedings of the Texas Supreme Court and the Court of
 Criminal Appeals and the publication of the recordings.
 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Article V, Texas Constitution, is amended by
 adding Section 1-b to read as follows:
 Sec. 1-b.  The Supreme Court and the Court of Criminal
 Appeals shall make a video recording or other electronic visual and
 audio recording of each oral argument, proceeding, and open meeting
 of the court and post the recording on the court's Internet website.
 SECTION 2.  The following temporary provision is added to
 the Texas Constitution:
 TEMPORARY PROVISION.  (a) This temporary provision applies
 to the constitutional amendment proposed by the 84th Legislature,
 Regular Session, 2015, requiring the recording of certain
 proceedings of the Texas Supreme Court and the Court of Criminal
 Appeals and the publication of the recordings.
 (b)  Section 1-b, Article V, of this constitution takes
 effect January 1, 2016, and applies only to a proceeding commenced
 on or after that date.
 (c)  This temporary provision expires January 1, 2017.
 SECTION 3.  This proposed constitutional amendment shall be
 submitted to the voters at an election to be held November 3, 2015.
 The ballot shall be printed to provide for voting for or against the
 proposition: "The constitutional amendment requiring the
 recording of certain proceedings of the Texas Supreme Court and the
 Court of Criminal Appeals and the publication of the recordings."
