6	6		A JOINT RESOLUTION
7	7		applying to the Congress of the United States to call a convention
8	8		under Article V of the United States Constitution for the limited
9	9		purpose of proposing one or more amendments to the constitution to
10	10		impose fiscal restraints on the federal government, to limit the
11	11		power and jurisdiction of the federal government, and to limit the
12	12		terms of office of federal officials and members of Congress.
13	13		WHEREAS, The drafters of the United States Constitution
14	14		empowered state legislatures to be guardians of liberty against
15	15		abuses of power by the federal government; and
16	16		WHEREAS, The federal government has abused its power by
17	17		creating a crushing national debt through improper and imprudent
18	18		spending; and
19	19		WHEREAS, The federal government has abused its power by
20	20		invading the legitimate role of the states through the manipulative
21	21		process of federal mandates that are to a great extent unfunded; and
22	22		WHEREAS, The federal government has ceased to abide by a
23	23		proper interpretation of the United States Constitution; and
24	24		WHEREAS, It is the solemn duty of state legislatures to
25	25		protect the liberty of the people and of future generations by
26	26		proposing amendments to the United States Constitution that place
27	27		clear restraints on federal power; and
28	28		WHEREAS, Article V of the United States Constitution
29	29		authorizes the several state legislatures to restrict the power of
30	30		the federal government through the amendment process; and
31	31		WHEREAS, Article V of the United States Constitution provides
32	32		that on application of the legislatures of two-thirds of the
33	33		several states Congress shall call a convention for the purpose of
34	34		proposing amendments to the constitution; now, therefore, be it
35	35		RESOLVED, That the 84th Texas Legislature apply to Congress
36	36		to call a convention under Article V of the United States
37	37		Constitution for the limited purpose of proposing one or more
38	38		amendments to the constitution to impose fiscal restraints on the
39	39		federal government, to limit the power and jurisdiction of the
40	40		federal government, and to limit the terms of office of federal
41	41		officials and members of Congress; and, be it further
42	42		RESOLVED, That, unless rescinded by a succeeding
43	43		legislature, this application by the 84th Texas Legislature
44	44		constitutes a continuing application in accordance with Article V
45	45		of the United States Constitution until at least two-thirds of the
46	46		legislatures of the several states have applied to Congress to call
47	47		a convention for the limited purpose of proposing one or more
48	48		amendments to the constitution to impose fiscal restraints on the
49	49		federal government, to limit the power and jurisdiction of the
50	50		federal government, and to limit the terms of office of federal
51	51		officials and members of Congress; and, be it further
52	52		RESOLVED, That the Texas secretary of state forward official
53	53		copies of this resolution to the president of the United States, to
54	54		the speaker of the House of Representatives and the president of the
55	55		Senate of the Congress of the United States, and to all members of
56	56		the Texas delegation to Congress with the request that this
57	57		resolution be officially entered in the Congressional Record as an
58	58		application to Congress for a convention under Article V of the
59	59		United States Constitution for the limited purpose of proposing one
60	60		or more amendments to the constitution to impose fiscal restraints
61	61		on the federal government, to limit the power and jurisdiction of
62	62		the federal government, and to limit the terms of office of federal
63	63		officials and members of Congress; and, be it further
64	64		RESOLVED, That the Texas secretary of state forward official
65	65		copies of this resolution to the secretaries of state and to the
66	66		presiding officers of the legislatures of the several states with
67	67		the request that they join this state in applying to Congress for a
68	68		convention under Article V of the United States Constitution for
69	69		the limited purpose of proposing one or more amendments to the
70	70		constitution to impose fiscal restraints on the federal government,
71	71		to limit the power and jurisdiction of the federal government, and
72	72		to limit the terms of office of federal officials and members of
73	73		Congress.
