| 5 | 6 | | WHEREAS, Residents of El Paso County benefit each day from |

| 7 | 8 | | quality of life in their communities through the fulfillment of |

| 9 | 10 | | WHEREAS, Carlos Leon was elected to serve as El Paso County |
|---|
| 10 | 11 | | commissioner for Precinct No. 1 in 2012, and he has worked |
|---|
| 11 | 12 | | diligently to build trust and transparency within county government |
|---|
| 12 | 13 | | in his first term in office; he has remained an effective advocate |
|---|
| 13 | 14 | | for his constituents while working together with the other members |
|---|
| 14 | 15 | | of the commissioners court to achieve positive results for the |
|---|
| 15 | 16 | | region; and |
|---|
| 16 | 17 | | WHEREAS, A lifelong resident of El Paso, Commissioner Leon |

| 17 | 18 | | enjoyed a successful 30-year career in law enforcement with the El |
|---|
| 18 | 19 | | Paso Police Department, where he served as chief of police from 1999 |

| 19 | 20 | | until his retirement in 2003; this esteemed Texan has been |

| 20 | 21 | | recognized for his dedicated efforts with the Honored Ex award from |
|---|
| 21 | 22 | | Ysleta High School as well as the prestigious Conquistador Award |

| 22 | 23 | | from the El Paso City Council; and |
|---|
| 23 | 24 | | WHEREAS, Carlos Leon has demonstrated a steadfast commitment |

| 24 | 25 | | to making El Paso County an even better place in which to live and |
|---|
| 25 | 26 | | work, and in so doing, he has earned the deep respect and |
|---|
| 26 | 27 | | appreciation of his fellow Texans; now, therefore, be it |

| 27 | 28 | | RESOLVED, That the House of Representatives of the 84th Texas |

| 28 | 29 | | Legislature hereby honor El Paso County Commissioner Carlos Leon |

| 29 | 30 | | for his efforts in behalf of his community and extend to him sincere |
