| 5 | 6 | | WHEREAS, Randy DeLay has served with great dedication as |

| 8 | 9 | | WHEREAS, The largest fund-raising campaign in the history of |

| 9 | 10 | | Kiwanis International, the Eliminate Project is a partnership with |

| 10 | 11 | | UNICEF dedicated to the eradication of maternal/neonatal tetanus, a |

| 11 | 12 | | deadly but highly preventable disease; the global volunteer network |

| 12 | 13 | | of Kiwanis provides financial resources for the immunization and |

| 13 | 14 | | maternal outreach programs of UNICEF, and since the inception of |

| 14 | 15 | | the initiative in 2010, the infant mortality rate from neonatal |

| 15 | 16 | | tetanus has declined by 15 percent; and |

| 16 | 17 | | WHEREAS, Mr. DeLay, an attorney, is president and chief |

| 17 | 18 | | executive officer of Public/Private Strategies, a strategic |

| 18 | 19 | | planning and governmental affairs firm in Houston; active in |
|---|
| 19 | 20 | | Kiwanis International for more than three decades, he is a member |

| 20 | 21 | | and former president of Greater North Houston Kiwanis and a former |
|---|
| 21 | 22 | | governor of the Texas-Oklahoma District; before becoming chair of |

| 22 | 23 | | the Eliminate Project in 2011, he served for three years as |

| 23 | 24 | | international trustee of Kiwanis International; and |

| 24 | 25 | | WHEREAS, The Eliminate Project saves the lives of women and |

| 25 | 26 | | infants who have little or no access to medical care, and it is |
|---|
| 26 | 27 | | paving the way for other health interventions among this most |
|---|
| 27 | 28 | | vulnerable population; through his tireless endeavors to advance |
|---|
| 28 | 29 | | this vital mission, Randy DeLay has earned widespread respect and |

| 29 | 30 | | admiration; now, therefore, be it |

| 30 | 31 | | RESOLVED, That the House of Representatives of the 84th Texas |

| 31 | 32 | | Legislature hereby honor Randy DeLay for his outstanding |
