H.R. No. 1417 R E S O L U T I O N WHEREAS, Randy DeLay has served with great dedication as international campaign chair of the Eliminate Project of the Kiwanis organization; and WHEREAS, The largest fund-raising campaign in the history of Kiwanis International, the Eliminate Project is a partnership with UNICEF dedicated to the eradication of maternal/neonatal tetanus, a deadly but highly preventable disease; the global volunteer network of Kiwanis provides financial resources for the immunization and maternal outreach programs of UNICEF, and since the inception of the initiative in 2010, the infant mortality rate from neonatal tetanus has declined by 15 percent; and WHEREAS, Mr. DeLay, an attorney, is president and chief executive officer of Public/Private Strategies, a strategic planning and governmental affairs firm in Houston; active in Kiwanis International for more than three decades, he is a member and former president of Greater North Houston Kiwanis and a former governor of the Texas-Oklahoma District; before becoming chair of the Eliminate Project in 2011, he served for three years as international trustee of Kiwanis International; and WHEREAS, The Eliminate Project saves the lives of women and infants who have little or no access to medical care, and it is paving the way for other health interventions among this most vulnerable population; through his tireless endeavors to advance this vital mission, Randy DeLay has earned widespread respect and admiration; now, therefore, be it RESOLVED, That the House of Representatives of the 84th Texas Legislature hereby honor Randy DeLay for his outstanding contributions as chair of the Eliminate Project of Kiwanis International and extend to him sincere best wishes for continued success; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. DeLay as an expression of high regard by the Texas House of Representatives.
