H.R. No. 2344 R E S O L U T I O N WHEREAS, The Honorable Wayne A. Brascom completed his distinguished tenure as Llano County judge in December 2014; and WHEREAS, First elected in 2006, Judge Brascom worked tirelessly to improve the quality of life available to area residents; he negotiated the transition from the Llano County Hospital Authority to the Scott and White Hospital System, and he also assisted in obtaining medical services for citizens through a new healthcare waiver; and WHEREAS, This dynamic Texan enhanced the efficiency of the probate court, and he worked with the county attorney's office to develop a bond forfeiture program; in accordance with House Bill 1117, passed by the 78th Texas Legislature, he worked with the commissioners court to implement an official road map legally establishing the roads the county will continue to maintain as public thoroughfares; and WHEREAS, Committed to meeting the needs of local youth as well, Judge Brascom served for eight years on the Llano County Juvenile Probation Board, and he obtained a new classroom building from the Llano Independent School District for the Head Start Program in Kingsland; moreover, he procured computers for the sheriff's office by means of a grant from the governor's office, and he assisted in arranging funds for the Llano Special Opportunity Recycle Center; and WHEREAS, Judge Brascom has further benefited his fellow citizens in many other leadership roles; he has served the executive board of the Capital Area Council of Governments as chair, vice chair, and secretary, and he was a member of the Corporation of Texas Regionalism, a statewide board that reviews legislative priorities for Councils of Government; in addition, he served a term as vice chair during his eight years on the Hill Country Mental Health and Developmental Disabilities Board, and he was appointed by the governor to participate in the review and revision of the Health and Safety Code regarding mental health issues; and WHEREAS, Through his significant accomplishments in office, Wayne Brascom helped to make Llano County an even better place in which to live, and he may take justifiable pride in his contributions; now, therefore, be it RESOLVED, That the House of Representatives of the 84th Texas Legislature hereby honor Judge Wayne Brascom for his exemplary service as Llano County judge and extend to him sincere best wishes for the future; and, be it further RESOLVED, That an official copy of this resolution be prepared for Judge Brascom as an expression of high regard by the Texas House of Representatives.
