5 | 6 | | WHEREAS, In June 2015, Tommy Gonzalez is celebrating his |

6 | 7 | | first year as the city manager of El Paso, and this is a fitting |

7 | 8 | | opportunity to take note of his impressive career in public |

9 | 10 | | WHEREAS, Mr. Gonzalez served with distinction in the U.S. |

10 | 11 | | Army for 22 years before retiring at the rank of lieutenant colonel; |
---|
11 | 12 | | he earned his bachelor's degree from Eastern New Mexico University |
---|
12 | 13 | | and his master's degree in public administration from Texas Tech |
---|
13 | 14 | | University; he has also been certified as a Lean Six Sigma Black |
---|
14 | 15 | | Belt by The University of Texas at Austin; and |
---|
15 | 16 | | WHEREAS, Since leaving the army, Mr. Gonzalez has held |

16 | 17 | | leadership positions with the cities of Dallas, Harlingen, and |
---|
17 | 18 | | Lubbock, and before coming to El Paso, he was the city manager of |

18 | 19 | | Irving, where his implementation of Lean Six Sigma principles |

19 | 20 | | helped save the city more than $74 million and 50,000 hours of |
---|
20 | 21 | | productivity; under his leadership, Irving was the first city to |
---|
21 | 22 | | win the Texas Award for Performance Excellence from the Quality |
---|
22 | 23 | | Texas Foundation, and the city earned the 2012 Malcolm Baldrige |
---|
23 | 24 | | National Quality Award, becoming only the second municipality to |

24 | 25 | | win that honor; and |

25 | 26 | | WHEREAS, Mr. Gonzalez regularly shares his management |

26 | 27 | | expertise as a speaker to public and private sector groups around |

27 | 28 | | the nation, and he has delivered the keynote address of a conference |

28 | 29 | | of city mayors in Puerto Rico; moreover, he has served as a |
---|
29 | 30 | | consultant for the Central Intelligence Agency and participated in |
---|
30 | 31 | | many conferences on performance excellence; and |

31 | 32 | | WHEREAS, Today, Mr. Gonzalez helps to run the 19th-largest |
---|
32 | 33 | | city in the United States, and his long record of achievement |

33 | 34 | | promises to serve him well as he looks forward to the challenges and |

34 | 35 | | opportunities of the future; now, therefore, be it |

35 | 36 | | RESOLVED, That the House of Representatives of the 84th Texas |

36 | 37 | | Legislature hereby commend El Paso city manager Tommy Gonzalez on |
