45 R E S O L U T I O N
56 WHEREAS, In June 2015, Tommy Gonzalez is celebrating his
67 first year as the city manager of El Paso, and this is a fitting
78 opportunity to take note of his impressive career in public
89 service; and
910 WHEREAS, Mr. Gonzalez served with distinction in the U.S.
1011 Army for 22 years before retiring at the rank of lieutenant colonel;
1112 he earned his bachelor's degree from Eastern New Mexico University
1213 and his master's degree in public administration from Texas Tech
1314 University; he has also been certified as a Lean Six Sigma Black
1415 Belt by The University of Texas at Austin; and
1516 WHEREAS, Since leaving the army, Mr. Gonzalez has held
1617 leadership positions with the cities of Dallas, Harlingen, and
1718 Lubbock, and before coming to El Paso, he was the city manager of
1819 Irving, where his implementation of Lean Six Sigma principles
1920 helped save the city more than $74 million and 50,000 hours of
2021 productivity; under his leadership, Irving was the first city to
2122 win the Texas Award for Performance Excellence from the Quality
2223 Texas Foundation, and the city earned the 2012 Malcolm Baldrige
2324 National Quality Award, becoming only the second municipality to
2425 win that honor; and
2526 WHEREAS, Mr. Gonzalez regularly shares his management
2627 expertise as a speaker to public and private sector groups around
2728 the nation, and he has delivered the keynote address of a conference
2829 of city mayors in Puerto Rico; moreover, he has served as a
2930 consultant for the Central Intelligence Agency and participated in
3031 many conferences on performance excellence; and
3132 WHEREAS, Today, Mr. Gonzalez helps to run the 19th-largest
3233 city in the United States, and his long record of achievement
3334 promises to serve him well as he looks forward to the challenges and
3435 opportunities of the future; now, therefore, be it
3536 RESOLVED, That the House of Representatives of the 84th Texas
3637 Legislature hereby commend El Paso city manager Tommy Gonzalez on
3738 his notable career in public service and extend to him sincere best
3839 wishes for continued success; and, be it further
3940 RESOLVED, That an official copy of this resolution be
4041 prepared for Mr. Gonzalez as an expression of high regard by the
4142 Texas House of Representatives.
