 R E S O L U T I O N
 WHEREAS, In June 2015, Tommy Gonzalez is celebrating his
 first year as the city manager of El Paso, and this is a fitting
 opportunity to take note of his impressive career in public
 service; and
 WHEREAS, Mr. Gonzalez served with distinction in the U.S.
 Army for 22 years before retiring at the rank of lieutenant colonel;
 he earned his bachelor's degree from Eastern New Mexico University
 and his master's degree in public administration from Texas Tech
 University; he has also been certified as a Lean Six Sigma Black
 Belt by The University of Texas at Austin; and
 WHEREAS, Since leaving the army, Mr. Gonzalez has held
 leadership positions with the cities of Dallas, Harlingen, and
 Lubbock, and before coming to El Paso, he was the city manager of
 Irving, where his implementation of Lean Six Sigma principles
 helped save the city more than $74 million and 50,000 hours of
 productivity; under his leadership, Irving was the first city to
 win the Texas Award for Performance Excellence from the Quality
 Texas Foundation, and the city earned the 2012 Malcolm Baldrige
 National Quality Award, becoming only the second municipality to
 win that honor; and
 WHEREAS, Mr. Gonzalez regularly shares his management
 expertise as a speaker to public and private sector groups around
 the nation, and he has delivered the keynote address of a conference
 of city mayors in Puerto Rico; moreover, he has served as a
 consultant for the Central Intelligence Agency and participated in
 many conferences on performance excellence; and
 WHEREAS, Today, Mr. Gonzalez helps to run the 19th-largest
 city in the United States, and his long record of achievement
 promises to serve him well as he looks forward to the challenges and
 opportunities of the future; now, therefore, be it
 RESOLVED, That the House of Representatives of the 84th Texas
 Legislature hereby commend El Paso city manager Tommy Gonzalez on
 his notable career in public service and extend to him sincere best
 wishes for continued success; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for Mr. Gonzalez as an expression of high regard by the
 Texas House of Representatives.
